Midewin National Tallgrass Prairie Group 9 Building Demolition Solicitation No. 1256A118R0004 Site Visit date: August 09, 2018 Attendees: (See Attached) Hosted By:

Robert Hommes, USDA Forest Service Midewin

The meeting started in the office with a general review of the documents in the solicitation package and a review of the site specific Midewin access policies. Midewin in a non-motorized recreational area with locked gates across road access points. Keys and placards will be issued to the successful contractor but approved access routes must be followed, key holders are not allowed access outside of the contract area.

The project area is located adjacent to one of Midewin’s bison pastures. The contractor shall not disturb the perimeter bison fence or disturb the bison in any way. Additionally, this project site is adjacent to Prairie Creek. Because there is sufficient distance to the creek, no silt fencing shall be required. However, there are storm drains near the building that discharge directly to Prairie Creek. If demolition causes silt or other construction debris to be washed down these drains, straw bales or other methods must be employed to halt the discharge. The COR, Bob Hommes will monitor the drains and any discharge.

The following items were discussed and clarified:

1. In addition to the floor tile and transite roof panels, two additional materials were observed that may be Asbestos Containing Material (ACM). One is a spray insulation and the other is a hard panel type material. Both materials are located on the underside of the roof transite.

NOTE: The government will be revising the schedule of items.

2. The transite roof panels are overlapped during installation. The contractor is responsible to measure and include all costs to remove and dispose the transite panels including any overlapping. The 8” ridge cap has also been previously confirmed to be transite (ACM).

3. All concrete and gravel fill beneath the buildings is to be removed to a maximum of two feet and back-filled with soil from the soil stockpile indicated in attachment 1. Concrete and gravel must be transported and disposed off Midewin. NOTE: The maximum depth of material to be removed is 2 feet. IF soil is reached after removing less than 2 feet, say 16” for example, then the contractor shall not dig any deeper. Concrete footings deeper than 2 feet may remain intact as long as no re-bar or concrete protrudes into the top 2 feet of fill.

4. If the mastic used to apply the floor tile is ACM, the contractor has the choice to remove the mastic and recycle the concrete or find a suitable disposal site that will accept the concrete with the mastic.

5. The contractor shall only be required to remove the trees necessary to complete their work. Removed trees shall be piled on one of the parking lots located at the east or west ends of the site.

I have also attached some photos to help describe the site conditions.
