Questions and Answers for Solicitation # 12505B24Q0220

Q: Regarding the required quote submission documents (1) A completed copy of the SF1449 quote submission form, (2) Supplemental "Supporting Information Form", and (3) FAR 52.212-

3. Are all three included in the single attachment – sol+12505B24Q0220? In other words, is the sol+12505B24Q0220 the only form that needs to be filled out and submitted?

A: Yes, all three are included in the single attachment Sol 12505B24Q0220 SF1449 for convenience. Due to an amendment being made to the solicitation in order to add this Q&A document an SF-30 amendment acknowledgment form will also need to be completed and included with all quotes that are submitted along with the documents found in the Sol

12505B24Q0220 SF1449.

Q: Are the prices for each line item to be added to the table in the attached solicitation order only or would a separate company quote (same pricing but separate pdf document) be needed as well?

A: The attachment is a quote submission form, not an order form. Prices for all line items should be entered on the SF1449. A company quote may also be provided, but it would only be considered supplemental. What you enter on the SF1449 is your official quote.

Q: I do not see a line item for preventive maintenance. Would you need this added to the quote?

A: Preventive maintenance is not a requirement for this acquisition hence why it is not included as a line item. You may include it on your quote. However, keep in mind the award will be lowest priced, technically acceptable (LPTA). As such, it is advised to only add something to your quote there is not already a line item for if it is required to meet the technical requirements listed on the SOW.

Q: Is it permissible to submit specification sheets of the analyzer along with the quote?

A: Yes, technical information showing the features and capabilities of the quoted equipment should be included with the quote in order to show it meets (or exceeds) the technical requirements outline in the SOW.

Q: I see that the delivery date is September 30th 2024. Is this the date before which the analyzer and all accessories have to be physically at the delivery address?

A: Unless the market standards for the time needed to make delivery for such equipment would make it impossible for delivery by 09/30/2024, then yes that is the date by which all equipment should be delivered to the delivery address.

Q: If the Carbon and Sulfur Analyzer is different than the Hydrogen and Nitrogen analyzer, will that work (there being 2 analyzers)?

A: Sulfur is lower priority. We would prefer a single analyzer if at all possible. Nitrogen and Carbon are the two most important elements for us. A single analyzer that can do both C and N would be preferred. H as an additional configuration would be a nice bonus but also not required at this time.

Q: Can the deliveries be split?

A: It is ok if deliveries need to be split.

Q: What are the ranges to be checked, such as 0.1-1% or 1-10%?

A: Our data typically ranges are:

Nitrogen: 0.1 – 2% for plant tissue and 0 – 0.04% for soil.

Carbon: up to 60% for plant tissue and 0- 0.2% for soil

Q: Is there any Sample concentration requirement for the analyzer?

A: There are no sample concentration requirements. The lab we currently send our samples to requests that we send things in the mg range for sample weights for plant tissue and <10 g for soil. I am not sure what the exact quantity they use for analysis is, as I know they are requesting extra sample volume incase re-runs are needed.

Q: Are there any specific configurations required?

A: CN is most important, followed by CHN, and finally CHNS. Final configuration decisions will be made based on the quoted prices and our budget.

Q: Are there any halogens involved?

A: No halogens.
