Questions and Answers for Solicitation # 12505B23Q0208

Q: Is this the same request issue under Sol# 12505B23Q0149? Why was this acquisition reposted?

A: No award could be made from the quotes received in response to Sol# 12505B23Q0149* as none of the quoted products were found to be technically acceptable. As such, the new solicitation # 12505B23Q0208** was issued to replace it.

Q: Is this a particular brand name fixture that you already have and/or who's specs you are looking for?

A: No, there is no specific brand name. Any product that can meet all of the technical specifications outline in the solicitation description and the Statement of Work in the attachments will be considered acceptable.

Q: What is the height of each greenhouse?

A: The roof is angled and ranges from 8 feet to 17 feet in height.

Q: What is the current mounting height of the existing fixtures?

A: The current mounting height of our lights is 9 feet.

Q: What is your current infrastructure?

A: The current infrastructures does not have the capability to control lighting. The lights currently use a basic mechanical light timer.

Q: What types of controls are they planning on using?

A: The lights need to include wireless control modules as indicated in the Statement of Work that can be interacted with using a computer, phone app, or alternative option to program.

Q: Is there a specific wireless control system/program already in place that our fixture must integrate with?

A: It would be best to have separate control modules.

Q: Is the Tuya Control module acceptable/compatible?

A: Unknown. Information on the Tuya Control module would need to be provided the determine if it would be technically acceptable.

Q: There are two options for wireless connectivity/controllers. Which would you prefer?

A: Please submit two separate quotes, one for each connectivity/controller option.

Q: Would 16 640W lights with 1 linear bar per driver be acceptable instead of 16 330W lights with 2 linear bars per driver (or 32 linear bars in total)?

A: The 16 total bars of 640W lights would not provide the desired uniformity of lighting. So, no it would not be considered technically acceptable**.

Q: Where in SAM do I receive NDAA 889 certification or find out if I have it?

A: See FAR 52.204-26 and FAR 52.212-3(v)(2)(ii) in the “Reps and Certs (FAR/DFARS)” section of your SAM registration. Completion of these FAR provisions constitutes an NDAA 889 certification in SAM.

Q: Where in the solicitation description is the NDAA 889 certification requirement referenced?

A: The solicitation description stated that the FAR provisions FAR 52.204-24 and FAR 52.212-3 (as well as FAR 52.225-18) provided in the solicitation attachments are to be completed in their entirety and included with all quotes submitted. Completion of FAR 52.204-24 and FAR 52.212- 3(v)(2)(ii) constitutes an NDAA 889 certification*** when responding to a solicitation posting.

Notes:

*(1) No prior quotes received in response to Sol# 12505B23Q0149 can be put into consideration for award. All prior quotes were made null and void once the new solicitation # 12505B23Q0208 was issued. Only quotes received in response to this new solicitation may be put into consideration for award. If you responded to the prior solicitation and wish to be put into consideration for award, you must submit a new quote.

**(2) The technical requirements of the SOW have been updated and a diagram has also been provided.

***(3) See also FAR 52.204-25 (incorporated by reference in the FAR clause FAR 52.212- 5(a)(3)) for more details. FAR 52.212-3(v)(2)(ii) is used in place of FAR 52.204-26 (which is to be completed in full and provided with all quote submissions as instructed). FAR 52.204-26 is not included in solicitations when FAR 52.212-3 is included (per FAR 4.1202(a)(8)).
