Requests for Information
Solicitation 12505B22R0007
Question 1: Can we work 10‐hour days on this job, Monday thru Thursday or does it have to be 8 hours per day Monday thru Friday?
Answer 1: See revised response below, revisions in blue.
Contractor’s on‐site working hours will be established during pre‐construction meeting of the project. For pricing purposes, Contractor shall assume:
Facility normal “open” hours shall be considered 6:00 am to 6:00 pm (business hours are considered 8 am to 4:30 pm). Unless noted otherwise, the performance of the Contractor’s on site efforts will occur during the facility normal “open” hours.
The abatement / removal of existing floor tile and installation of new flooring in corridors / hallways shall be scheduled and performed during the facility’s “open” hours. The abatement / removal of existing floor tile and installation of new flooring in corridors / hallways shall be scheduled and performed during the facility’s “off” hours. During corridor work, code‐compliant exit paths shall be maintained to the greatest extent possible. Contractor shall coordinate the impact of corridor work on code‐compliant exit paths with the Government and notify the Government when code compliant exit paths are not available.
The Contractor shall determine their working hours needed to comply with the above requirements.
Question 2: VAT/mastic abatement: Can we use chemicals to remove the mastic or do we need to grind the floor.
Answer 2: See revised response below, revisions in blue.
Removal of mastic by grinding or by chemicals will not be considered an acceptable method by the Government. The proposal shall be based on the contractor employing grinding methods with appropriate equipment and dust control measures to remove the mastic. Methods employed shall be coordinated with manufacturer of new flooring system and shall include all preparation efforts such that the warranty on new flooring system is provided in accordance with the Statement of Work and Solicitation
Documents.
Question 3: Do we need a CPIH/CIH on site during all abatement activities? Likewise, is that cost borne by the abatement contractor?
Answer 3: The Contractor shall engage CPIH for asbestos abatement efforts indicated in the
Statement of Work. All costs for CPIH shall be included in the Contractor’s pricing.
Question 4: There are several areas where the pipe abatement is above the ceiling. Do we open enough of the ceilings to access the pipe to be abated or do we have to remove the entire ceiling?
Answer 4: See revised response below, revisions in blue.
The Contractor shall determine the amount of ceiling removal / reinstallation needed to access piping for specified work (i.e. abatement, new installations, etc). This is typical for both suspended, accessible ceilings and hard type ceilings. Ceilings, that are disturbed in performance of the project, shall be restored to “like new” condition that match surrounding ceilings.
For existing 2’ x 4’ suspended ceilings, Contractor shall reuse and re‐install existing ceiling tiles that are in good condition. Contractor shall furnish seventy (70) new 2’ x 4’ ceiling tiles. Where removed ceiling tile is in bad condition, Contractor shall replace with new ceiling tile. Contractor shall turn over to Owner any of the new ceiling tiles that are not used. New ceiling tile shall be 2’ W x 4’ W x 5/8” D, medium texture type, Armstrong “605 Fire Resistive with Ceramaguard Humiguard Max” series or approved equal.
See Question / Answer 15 for additional information on restoring hard type ceilings.
Question 5: When is this work expected to take place and how much time do we have to complete our portion of work?
Answer 5: The period of performance is indicated in the Solicitation. In accordance with the Statement of Work, Work shall be sequenced to minimize the downtime of the buildings. All materials shall be on‐site and ready for installation before proceeding with any demolition of the existing buildings. Once “on‐site” work commences, the work shall be completed without interruption to avoid jeopardizing ongoing research.
Question 6: Who will be removing the lay‐in ceiling?
Answer 6: The removal and re‐installation of ceiling shall be part of the Contractor’s scope of work. Contractor shall include all costs the removal and re‐installation of ceiling in their pricing.
Question 7: Does the abatement contractor determine the number of containments it can use?
Answer 7: See revised response below, revisions in blue.
Contractor shall coordinate the number of containment areas with the Government prior to proceeding with on‐site activities. Contractor shall determine the number of containment areas needed for performance of the project. See Answer 11 for additional information on access to Building 1 and Building 8. For pricing purposes, the Contractor shall assume a minimum of two (2) containment areas for Building 1 and a minimum two (2) containment areas for Building 8 along with additional containment areas at each building as needed to maintain code‐compliant exit paths from each building. Contractor shall provide all installations needed to maintain code‐compliant exit paths at all times during the performance of all work activities, unless noted otherwise.
Question 8: Please clarify project requirements on moving of equipment and furniture in work areas.
Answer 8: Contractor shall provide the moving of equipment, furniture, furnishings, etc. to and from the work areas and shall provide storage of these items during the performance of the project. See Question / Answer 11 for information regarding contractor access to Building 1 and Building 8.
Contractor shall include the cost to provide two (2) nominal 40’ L x 8’ W x 8’ H storage trailers for the storage of the above items. Storage trailers shall be placed in facility’s parking lot at location coordinated with the Government.
Contractor shall include the cost of twenty (20) eight‐hour work days of a “4‐ man” moving crew for the moving of the above items.
The moving of chemicals shall be by the Government. Contractor shall coordinate the moving of chemicals with Government such that the chemicals are moved in an appropriate time frame. Contractor shall not include any costs in their proposal for moving chemicals.
Question 9: Where hard ceiling is to be demolished for access to asbestos pipe covering, should the contractor patch and reinstall the equal material? Should the contractor demolish the entire hard ceiling in the specified room? Should the contractor demolish the entire hard ceiling and reinstall a specified ceiling? Please clarify and provide the applicable specification section as needed.
Answer 9: See Question / Answer 4 and Question / Answer 15.
Question 10: Is there a location/room in the facility that can be used for an office space?
Answer 10: Contractor shall include furnishing a trailer for the project’s superintendent office in their proposal. Contractor shall include all costs to provide temporary utilities needed for the trailer. The awarded contractor and Government may re‐evaluate the potential of using a facility space during pre‐construction meeting.
Question 11: Will all designated work areas be allowed to be closed for construction throughout the duration of the project?
Answer 11: Contractor shall assume that they will have access to only Building 1 or Building 8 during a specific time period (both buildings cannot be closed simultaneously and one building shall remain fully operational and occupied). Contractor shall schedule and sequence their work to meet this requirement for Building 1 and Building 8.
Contractors can have complete access to Building 1 or Building 8 during the scheduled time period (i.e. one building can be closed for construction). Work in Building 2 and
Building 4 is in specific selected spaces. Building 2 and Building 4 shall remain fully operational and occupied during the performance of the work. Contractor shall coordinate with Government and provide construction barriers / containment as needed for their work in Building 2 and Building 4.
