Monongahela National Forest FR209 AOP Replacement Q+A – 230913

1. Q: What if any permits are required for the project work?

a. A: The contractor is responsible for obtaining and compliance with any necessary permits and all applicable laws and regulations. The contractor is also responsible for compliance with the provisions of the Army Corps of Engineers Nationwide Permit # LRP-2022-0309 and any other permits obtained by the USDA Forest Service.

2. Q: If the subsurface is porous, how would water from the drilling operations be contained?

a. A: The responsibility is on the contractor to maintain erosion & sediment control as well as exercise appropriate care to prevent the contamination of groundwater or streams.

3. Q: Are there special containment and disposal requirements for drill cuttings, waste grout, and drilling spoils?

a. A: The contractor is responsible to prevent the contamination of any stream or groundwater source. All drill cuttings, excess drilling fluid, grout, or any fluid containing foreign substances shall be contained and shall be prevented from entering any watercourse. All spoils, drilling fluid, and waste grout shall be removed from the project site in accordance with applicable laws and regulations.

4. Q: Would it be allowable to pump water from Red Run to use in drilling operations?

a. A: No, the contractor shall provide all necessary water for drilling operations and other operations on-site.

5. Q: Are there requirements to maintain erosion and sediment control during micropiling operations?

a. A: Yes, contractor provided erosion and sediment control measures are necessary at all stages of the project work.

6. Q: Can the existing bridge structure be crossed with light equipment trailers?

a. A: The bridge is currently closed to public vehicular traffic due to a state of partial failure. A copy of the most recent inspection report is included with the solicitation as an attachment. The forest service will not be load rating the structure due to the potential for increased degradation. The contractor should plan their work accordingly.

7. Q: Will the micropiles have to be tested?

a. A: Yes, refer to the plans, specifications, and other contract documents. See also Section

567 of the FP-14 specification.

8. Q: Will the grout for the micropiling have to be tested?

a. A: Yes, see Section 567 of the FP-14 Specification. Table 567-4 is a good resource to show required samples and tests necessary for acceptance of the micropiling system.

Compressive Strength for the proposed mix design is to be tested prior to producing grout. Grout is to be sampled to test compressive strength, density, and flow when the grout is placed. Density and flow are to be sampled for and tested once per 5 piles. 1 set of 3 samples are to be taken and tested for every five micropiles or from each grout plant per day of operation, whichever occurs more frequently.

9. Q: Is a micropile design required as part of the project work?

a. A: See Section 567 of the supplemental specifications which states the following:

10. Q: What are the requirements for the epoxy coated reinforcing steel?

a. A: Comply with all requirements in the contract plans and specifications. All epoxy coated reinforcing shall meet the requirements of AASHTO M284 and Sections 554 and 709 of the FP-14. Section 709.01(c) states the following: “Coat epoxy-coated reinforcing steel in a plan certified by CRSI as a fusion bonded epoxy applicator”. The plan notes on sheet C-02 of the plans state the following: “ALL MILD REINFORCING STEEL SHALL BE

GRADE 60, DEFORMED BILLET STEEL AND SHALL BE EPOXY COATED EXCEPT WHERE

NOTED. ALL UNCOATED REINFORCING SHALL MEET THE REQUIREMENTS OF AASHTO

M31. ALL EPOXY COATED REINFORCING SHALL MEET THE REQUIREMENTS OF AASHTO

M284, EXCEPT WHERE AMENDED BY SECTION 433 OF THE STANDARD SPECIFICATIONS.

ALL TENSION LAP SPLICES SHALL BE A CLASS B, CONTACT TYPE.”

11. Q: Is the epoxy coated rebar subject to WVDOT requirements?

a. A: No. The epoxy coated rebar and any other material to be used in the contract work is subject to the contract plans and specifications which include but may not be limited to the FP-14, supplemental specifications, special contract requirements, plan sheets, and the associated references.

12. Q: Does the Buy American Act apply to the contract work?

a. Yes. See the applicable contract clause, 52.225-9 Buy American Act – Construction

Materials.
