About this file

This document contains questions and answers related to a federal road construction solicitation. The United States Department of Agriculture Forest Service is seeking bids to reconstruct two roads on the Ocala National Forest in Florida. Work will include clearing and grubbing, limerock base, seeding and mulching. Bids are due by July 19th via email. The project is set aside for small businesses and has a magnitude between $1-5 million. Payment will be based on load tickets for limerock and scale tickets for other materials. A site visit was held on July 14th and questions must be submitted by that date. Culvert cleaning was incorrectly included in the scope and should be removed from the bid schedule.

NOTES:

Plans and Specifications Sheet 2 of 11 General Notes, Note 2 references MUTCD Part “G” of the Manual. Should read “Chapter 6 Part G”

Confirmed Deadline for Q&A submission to be July 19th.

Stated that existing backslope should only be cleared of debris and mowed. No ground disturbance if possible, to prevent erosion.

Confirmed NFSR 11 is double lane up the NFSR 66 and then single lane to the dam.

Stated that post award conference will be held and the same location.

No sheer edges will be allowed at pit locations overnight. Contractor must slope edges to

3:1 prior to leaving the pit every evening for public safety issues.

Lime rock road base must be placed by “boxing out” to design width prior to placement.

Referenced Erosion Control and COR stated that preference is to use certified weed free straw wattles. They are biodegradable and don’t have to be removed. Unlike silt fence that never gets removed and is not biodegradable.

Contractor is required to contact gas company prior to any ground disturbance within pipeline right-of-way.

Locations of straw wattles to be directed Forest Service.

NFSR 11 Sheet 11 of 11. Schedule of Items: Item 607 shows (cleaning culverts in place - inlet

& outlet) and the quantity is 50. There are no culverts on NFSR 11. Database shows:

Drainage_Str/Crossing - Water Stop (native soil) 100' and there are 50 of those on NFSR 11.

These are actually wing ditches that are already included in Item 201 (clearing and grubbing).

Therefore Item 607 should be removed or reduced to 1 in case a culvert is found, there will be a price to perform that function.
