ERFO PROJECT NFSR 11 & NFSR 70

Questions & Answers + Notes

1. Question: What location is the debris removed from clearing the roadside to be placed?

Answer: Plan and Specification Sheet 2 of 11 General Notes #10, FSSS SECTION 203.05(f). Outside the Road Prism beyond the clearing limits.

2. Question: Is there a location for a water source?

Answer: Pond on NFSR 74 is approved and cleared

3. Question: Will load tickets be collected for the lime rock road base?

Answer: Yes. Contractor will be paid based on quantities delivered as noted on load tickets provided by the mine.

4. Question: . Is fertilizer required with seeding and mulching on NFSR 11 MP 14.9? If so, what is the application rate and the ratio of nitrogen: phosphorous; potassium?

Answer: Fertilizer 3-1-1

NOTES:

Plans and Specifications Sheet 2 of 11 General Notes, Note 2 references MUTCD Part “G” of the Manual. Should read “Chapter 6 Part G”

Confirmed Deadline for Q&A submission to be July 19th.

Stated that existing backslope should only be cleared of debris and mowed. No ground disturbance if possible, to prevent erosion.

Confirmed NFSR 11 is double lane up the NFSR 66 and then single lane to the dam.

Stated that post award conference will be held and the same location.

No sheer edges will be allowed at pit locations overnight. Contractor must slope edges to

3:1 prior to leaving the pit every evening for public safety issues.

Lime rock road base must be placed by “boxing out” to design width prior to placement.

Referenced Erosion Control and COR stated that preference is to use certified weed free straw wattles. They are biodegradable and don’t have to be removed. Unlike silt fence that never gets removed and is not biodegradable.

Contractor is required to contact gas company prior to any ground disturbance within pipeline right-of-way.

Locations of straw wattles to be directed Forest Service.

NFSR 11 Sheet 11 of 11. Schedule of Items: Item 607 shows (cleaning culverts in place - inlet

& outlet) and the quantity is 50. There are no culverts on NFSR 11. Database shows:

Drainage_Str/Crossing - Water Stop (native soil) 100' and there are 50 of those on NFSR 11.

These are actually wing ditches that are already included in Item 201 (clearing and grubbing).

Therefore Item 607 should be removed or reduced to 1 in case a culvert is found, there will be a price to perform that function.

Additional Questions:

1. SF 1442 block 13 indicates a sealed offer in original format, plus one copy, is required for submittal;

however, section I. (Pre‐Bid Information) indicates bid packages shall be submitted electronically to James.Hunt2@usda.gov. Can you confirm bid packages may be emailed to you vs submitted as hardcopy, sealed bids? All bid packages shall be emailed to James.Hunt2@usda.gov for bid opening.

Requests for the bid opening invites should be sent to the same email address separately.

2. For clearing, what is the height of clearing from ground to sky? Pay item 201 (Clearing and Grubbing) refer to FP‐14 Section 201.04 (Clearing) paragraph d.

3. Can you please provide the total length of single lane road vs double lane road on NFSR 11 MP 14.9?

Plans and Specifications Sheet 3 of 11 also Sheet 11 of 11.

4. Is fertilizer required with seeding and mulching on NFSR 11 MP 14.9? If so, what is the application rate and the ratio of nitrogen: phosphorous; potassium? Still waiting on the answer to that question from the biologists. Will provide as soon as I receive the answers.

5. During the site visit, no culverts were observed on NFSR MP 14.9. The schedule of items contains item number 607 for cleaning 50 culverts in place. The recommendation was to bid this line item at $0.

6. For pricing purposes, can you please clarify the quantity of culverts to clean? How does someone clean or bill for culverts that do not exist? NFSR 11 Sheet 11 of 11. Schedule of Items: Item 607 shows (cleaning culverts in place ‐ inlet & outlet) and the quantity is 50. There are no culverts on NFSR

7. Can you please provide the length of the of the double lane turn outs? Total length of turnouts including transition is 200’.

8. Will payment of Item Number 301 FDOT Limerock Aggregate Base be made based on delivered quantity (scale tickets)? Yes, as provided to the COR/Inspector.
