12444324Q0029 - ALF Forest-wide Broadcast Fertilizer Application 25MAR2024

1. Upon notification of award would it be acceptable to get all fertilizer delivered to the Bradford Ranger District and kept there for storage during the duration of the project? I am not sure what the Allegheny NF requirements are for storing large amounts of fertilizer on public lands during this contract. I was thinking this would be the most efficient way to get this project done.

a. The district compound is not set up well for storage or staging of fertilizer. The contractors that we have had in the past trucked the fertilizer to the site daily for operations.

2. The question revolves around the Urea and DAP being used. To confirm this is what the Forest is requesting?

a. Yes, the forest is requesting Urea and DAP. Per the SOW - “Materials to be used on this project will be solid form granular or pelleted Urea (46-0-0), and Diammonium Phosphate (18-46-0).”

3. Are there any approved staging areas for this contract that can be utilized? Is there a field office in Warren that could be used?

a. There are opportunities to stage at stone pits/openings near the sites. I would not recommend staging over weekends or for longer periods of time as those sites will not be secure.

4. Can you provide the incumbent? Contract Award # and amount?

a. This is a new contract action differing from previous requirements.

5. I was wondering before I submit my proposal next week if this equipment (photo attached) for fertilizer application would be accepted for this contract?

a. This equipment will not work for this contract. It will require ground-based equipment that is capable of traversing logging slash since all of the sites have had overstock removal harvests. There is a lot of slash on the sites. Typically, this work has been performed by tracked machines. Even a farm tractor with rubber tires will not work; therefore, the attached equipment will not be able to be pushed through the site.
