About this file
This document contains questions and answers related to federal contract number 12444324Q0029 for broadcast fertilizer application services on the Allegheny National Forest. The contract requires the uniform application of granular urea and diammonium phosphate fertilizers to designated areas on the Bradford Ranger District that have had the overstory removed. Logging slash is present on all sites. Acceptable staging areas near the sites include stone pits and openings, but contractors cannot store fertilizer over weekends or for extended periods, as the sites lack security when unoccupied. Daily trucking of fertilizer to each application site is preferred over long-term storage. This is a new contracting opportunity differing from previous requirements, with no identified incumbent.

12444324Q0029 - ALF Forest-wide Broadcast Fertilizer Application 15MAR2024
1. Upon notification of award would it be acceptable to get all fertilizer delivered to the Bradford Ranger District and kept there for storage during the duration of the project? I am not sure what the Allegheny NF requirements are for storing large amounts of fertilizer on public lands during this contract. I was thinking this would be the most efficient way to get this project done.
a. The district compound is not set up well for storage or staging of fertilizer. The contractors that we have had in the past trucked the fertilizer to the site daily for operations.
2. The question revolves around the Urea and DAP being used. To confirm this is what the Forest is requesting?
a. Yes, the forest is requesting Urea and DAP. Per the SOW - “Materials to be used on this project will be solid form granular or pelleted Urea (46-0-0), and Diammonium Phosphate (18-46-0).”
3. Are there any approved staging areas for this contract that can be utilized? Is there a field office in Warren that could be used?
a. There are opportunities to stage at stone pits/openings near the sites. I would not recommend staging over weekends or for longer periods of time as those sites will not be secure.
4. Can you provide the incumbent? Contract Award # and amount?
a. This is a new contract action differing from previous requirements.
