Amendment 0001 Combined Synopsis/Solicitation: 12444321Q0052 Date: August 23, 2021
Questions & Answers:
1. QUESTION 1: Page 4: "The interpretive display shall be an interactive multi-media exhibit”. Can you define this further? Does this refer to an electronic touchscreen interactive or another type of electronic audiovisual media? Or do you envision the exhibit to be physical interactive-, artifact-, and display-based?
RESPONSE: The exhibit is to use a combination of interactive interpretive methods, which could range from interactive touch screen or other electronic audiovisual media to physical interactive display based exhibits that involve physical and tactile engagement by the public.
2. QUESTION: Do you anticipate contractor travel to each of the nations for collaboration?
RESPONSE: No, we do not anticipate travel to each nation being required. We anticipate virtual collaboration will be sufficient.
3. QUESTION Has a project budget or range been established for this work?
RESPONSE: This solicitation is a Request for Quotation (RFQ) in accordance with FAR parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures.
Interested vendors must be capable of independently developing a quote as estimates and ranges are not permitted to be released as this is not a construction project.
4. QUESTION: Have the eight tribal nations to be represented and their spokespersons for this project been identified?
RESPONSE: Yes. The Forest Service will continue to collaborate with Tribal Historic Preservation Offices representing each participating nation.
5. QUESTION: Does any AV footage exist to describe their relationship with the Seneca Rocks region exist?
RESPONSE: The Forest Service does not have possession of AV footage describing these relationships.
6. QUESTION: Have any other questions and answers or addendum been issued?
RESPONSE: Interested vendors are responsible for monitoring the solicitation for any amendments. All amendments are posted to the specific contract opportunity.
7. QUESTION: Are there any additional outlines or papers that the AmeriCorps members and Forest Service worked to document the collaborative effort?
RESPONSE: Yes. Drafts and previous correspondence will be made available to the successful vendor, but vendors should assume collaboration is complete. It will continue through the life of the project.
8. QUESTION: Is there any more description as to what specific objections Nations had about existing exhibit?
RESPONSE: The existing exhibit is not satisfactory because it does not include tribal perspective or representation from sovereign nations.
9. QUESTION: Will any extension of the due date for the RFP be considered?
RESPONSE: The due date for quotes is as stated in the contract opportunity and no extension is anticipated.
10. QUESTION: What are the current power and data conditions of the space?
RESPONSE: The facility currently has Wi-Fi for visitors to use. It is made available through a cooperating association.
11. QUESTION: If there is data, how far does it run to the AV rack?
RESPONSE: Approximately 76 feet. Vendors are encouraged to schedule a site visit to make their own measurements based on their design concept.
12. QUESTION: Does the scope of work include architectural changes such as adding power and data?
RESPONSE: The outcome needs to be an effective and dynamic product. Such changes could fit within the scope of work if it is required for the design. Vendors are encouraged to schedule a site visit to inform proposals.
13. QUESTION: Is the new exhibit intended to be strictly digital or are you anticipating graphics and other static elements to be included in this scope?
RESPONSE: We encourage vendors to consider all elements for the exhibit. We expect the exhibit to be a combination of elements.
14. QUESTION: Are there other site restrictions that we should be aware of as it relates to adding power and data? (Can the stone wall include power or does power need to come from the floor?)
RESPONSE: There are no restrictions we are aware of related to power and data within the building. The SRDC facility is within a frequency protection zone related to Green Bank Observatory. There is no cell phone service in the area. Wi-Fi is available for visitors within the facility.
15. QUESTION: The attached Personnel Form is not mentioned in the text of the RFQ. Is it optional if the required information is included, like the Past Performance & Experience Form?
RESPONSE: The optional Personnel Form was provided as an option for vendors to include in organizational capabilities supporting information as required in the solicitation. The form is optional. Attached is an updated copy containing an equipment sheet as well. Reference attachments.
16. QUESTION: Required information from subcontractors is not listed in the RFQ. For subcontractors, do we need to include anything besides key personnel information, examples of previous work from the last three years, a detailed methodology, and a price quote?
RESPONSE: Reference the changes section of this amendment. If subcontractors will be utilized if awarded a contract resulting from this solicitation, this information is required for subcontractors as well. Reference revised synopsis and solicitation section (viii)52.212-1 Instructions to Offerors – Commercial Items (JUL 2021) (Provision);
