STEARNS RANGER DISTRICT

DESCRIPTION OF WORK

ITEM 2 – TREE PLANTING, 33 ACRES

Containerized seedlings shall be planted following the procedures shown in Exhibit A

A. Planting Specifications

1. Documentation showing where the seedlings were procured, shall be provided to the COR or Inspector before planting begins.

2. Plant shortleaf seedlings in 16-foot rows with a spacing of 16 feet between seedlings for a 16 X 16 foot spacing. The prescribed number of seedlings planted per acre at this spacing is approximately 170. Spacing of planting can be varied slightly where necessary due to ground conditions, provided the number of properly planted seedlings per acre is within 10 percent, plus or minus, of the total number per acre.

3. Seedlings are considered improperly planted if they are leaning excessively, planted too shallow, planted too deep, or planted too loose.

A tree is considered planted too loose when one can pull it out of the ground by simply grasping a few needles at the tip of the seedling and easily pull it straight up out of the ground. Firming soil around seedlings with the feet should prevent this.

4. Work will not begin until suitable soil conditions are met as determined by the COR, Inspector, or Contractor.

B. Equipment and Personnel Requirements

Contractor will furnish sufficient labor, transportation, and supervision to plant the designated areas. Container dibble bars must pass a brief inspection by the COR or Inspector to confirm they are the proper type and size, and in such condition to accomplish the required planting to the standards specified. Forest Service can supply seedling bags and container dibble bars, upon request.

STEARNS RANGER DISTRICT

C. Care, Handling, and Storage of Seedlings Contractor must protect the seedlings and take precautions to prevent damage to them from the time received by Contractor until they are planted. This shall include, but is not limited to:

1. Shortleaf Sensitivity – On adverse weather and dry, hot, soil conditions, every effort must be made to plant them during favorable weather conditions. Therefore, during marginal days, the COR or Inspector may prohibit planting. A marginal day is defined as when air temperature is above 90 degrees F, when relative humidity is below 30%, and/or when 7 days have elapsed without at least 0.75 inch of rainfall having fallen. A day can be classified as marginal when any one of the above conditions exists.

2. Root Care – SEEDLING ROOTS MUST BE KEPT MOIST AT ALL TIMES PRIOR TO AND DURING PLANTING. Seedlings must be placed immediately into seedling bags once they are removed from the shipping box. Personnel will carry seedling in planting bags and remove one seedling at a time just prior to placing the seedling in the ground.

3. Protection from Sun and High Temperatures – Seedlings must be handled, stored and transported in a manner to protect them from sun and high temperature buildup in boxes of seedlings. Contractor will provide seedling tarps or similar equipment, to be used to protect the seedlings from the sun and wind. Seedlings shall be planted within one hour of removal from the box or placing in seedling bags.

4. Protection from Freezing – Contractor shall protect tree seedlings from freezing weather. Contractor shall return any unused tree seedlings to the tree cooler each evening if below freezing weather is predicted overnight. Seedlings should not be planted when the ground is frozen, or at air temperatures below 25 degrees F.

Contractor will wait until temperatures are above 25 degrees F and the ground has thawed prior to planting.

5. Protection from Contamination - Seedlings shall be protected from contamination by materials such as gasoline, diesel, fuel, oils, or chemicals, which may damage the seedlings.

D. Inspection Procedures

Contractor will inform the COR or Inspector once an area is completed so a final inspection of quality control data and work on the ground can be made. Should remedial work be required it shall be done before moving to another area.

• Satisfactory Planting - It is inherent in tree planting that some seedlings will be improperly planted, and some degree of allowance should be made for improper planting when the area is otherwise considered satisfactorily planted. Therefore, an allowance will be made for acceptance of an area as satisfactorily planted provided that at least 90 percent of the prescribed number of seedlings per acre is planted in accordance with the specifications. 100 percent payment will be made for areas satisfactorily planted with 90-110 percent of seedlings.

STEARNS RANGER DISTRICT

• Unsatisfactory Planting - If below 90 percent of the prescribed number of seedlings per acre are planted in accordance with the specifications, the area may be accepted but with a penalty. The penalty is a reduction of 1% in the contract-planting price for every 1% the number of properly planted seedlings is below the prescribed number of seedlings per acre. If the area is 25% or more below the prescribed number of seedlings per acre the area will require remedial work to bring the number of seedlings to within 90% of the prescribed number of seedlings per acre.

GENERAL INFORMATION

METHOD OF MEASUREMENT – Acreage listed in the schedule was determined by Global Positioning System (GPS) mapping, and for the purposes of this contract is considered actual acreage and not an estimate.

SITE SHOWING – Site showing will be conducted on April 5, 2021 at 10:00 am location is Stearns RD Office located at 3320 US 27 North, Whitley City, Kentucky 42653 AN INSPECTION
