About this file
This amendment to solicitation 1240LN23Q0060 extends the response date to July 19, 2023 for a mastication project on the Dakota Prairie Grasslands. The US Forest Service seeks a contractor to conduct mastication of magpie and juniper in specified areas using a masticator, with potential progress payments at 500-acre intervals. Restrictions include no work during wet, high fire danger periods or certain trail events in July and August. The contractor may request shapefiles and the government will identify any additional avoidance areas on site. Extensions may be granted for circumstances preventing work like prolonged high fire danger or excessive snowfall.

Magpie Juniper Mastication Project
Medora Ranger District, Dakota Prairie Grasslands
Clarifying Questions – Amendment 001
What does the USFS/DPG have for restrictions affecting the use of masticators during summer months? Restrictions would include no working during periods of wet weather where rutting would occur, no work during high risk for wildfire, No work from April 1- July 15 and There are trail events on July 29-30 and August 5-6, during these times there will be no operations within 150’ of the trail.
What parameters will be used to determine if risk of wildfire is too great to continue mastication operations? We will use the ND Fire Danger index and locally collected data from RAWS stations to determine wildfire risk.
Will the contractor and USFS/DPG be able to negotiate Acreage benchmarks to receive payments for work completed? For example, will the contractor be able to request for payment of work completed at 200 acre Intervals? Yes, the government would be agreeable to progress payments, possibly at 500-acre intervals.
Will a rep from the USFS DPG be available for a project walk through prior to July 7th? There are no planned contractor/FS site visits, the contractor is encouraged to visit the site on their own. If better directions are needed, please let us know.
Can the contractor request map shape files from the USFS-DPG prior to submitting their bid?
Yes, we can provide a shapefile. If requesting shapefiles, contact Misty Hays at misty.hays@usda.gov .
What parameters would be required to be met for the USFS DPG to consider extending the performance period of the Magpie Juniper mastication project? Such as Prolonged periods of high fire Danger, excessive snowfall, inability of the contractor to access the units due to inclement weather. Extensions may be required if the contractor can not perform work due to extenuating circumstances such as examples above.
In the description of work it states “ (leave islands/areas will be identified).” Are these areas already defined as avoidance areas on the project maps, or have they yet to be identified? These areas are primarily the avoidance areas on the maps. There could be a few additional that haven’t been identified yet.
