Questions and Answers
Q1: “I would like to submit a proposal for the Janitorial services. Can you provide me with the documentation needed in order to submit?”
A1: The solicitation and all supporting documentation can be found on SAM.gov.
Q2: “There is no sq footage listed for any of the sites. Can you provide sq ft so we can quote accurately?”
A2: Please refer to Attachment 5_Buildings Square Footage.
Q3: “Can you please provide the current incumbent, incumbent pricing and reason for replacement?”
A3: There is no existing contract in place. The total value of the previous expired contract is $36,000. The awardee was CALVIN C LUCAS.
Q4: “Could you please tell us what is the cleanable square footage of the facility needing cleaning?”
A4: Please refer to Attachment 5_Buildings Square Footage.
Q5: “May we ask: 1. Who is the incumbent?, 2. What is the annual value of the existing contract?, 3. How can site visits be arranged?, 4. What is the total area to be serviced (sq. ft.)?”
A5: There is no existing contract in place. The total value of the previous expired contract is $36,000. The awardee was CALVIN C LUCAS. Site Visit details can be found in the solicitation (pg. 14). Please refer to Attachment 5_Buildings Square Footage
Q6: “I am still working on this Notice ID # 12405B23Q0006. The Sub contractor I will be working with has major concerns about the cost of keys/master and locks needing to be re-keyed at the cost of $30,000 or in excess of that?
Are all the doors locked during normal business hours?”
A6: Re-keying requirements would differ among each facility; therefore, the actual costs may vary. The contractor will be responsible for actual costs in the event locks require to be re-keyed. All exterior doors and some interior doors to Site 1 are locked at all times. Other interior doors may or may not be unlocked; this depends on whether or not the lab/office is in use at the time. The other three sites are considered field sites (soybean fields, wheat fields).
The buildings support field growing and research operations. Doors may be found unlocked all day, depending on the availability of employee onsite during the day. Doors are locked again before close of business. There may be instances where all doors are locked as employees are working at some other site during the day.

Please note, all the square footages listed below are ESTIMATES based on historical data readily available to the Government at this time. Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site to gather square footage actuals based on individual assessments constitute grounds for a claim after contract award.
