Bldg. 8 HVAC Equipment Replacement and Interior Renovations Stoneville, MS Questions and Answers

1. In reviewing the documents looking for the liquidated damages for this project (for bonding request purposes) but cannot find the data. Could you please tell me where to find it, or how much it is?

Answer: Liquidated Damages have not been recommended for this requirement and are not included.

2. Will a building permit be needed for this project?

Answer: No.

3. Can we get a copy of all sign in sheets for the site visits?

Answer: Sign-in sheets have been added to the RFP attachments.

4. The RFP includes Evaluation Factors for 1) Technical Approach / Capability, 2) Experience and Qualifications of Contractor and Key Personnel, and 3) Past Performance. There are no requirements provided for page count for any of the three sections. Provide page count information, if any for each section.

Answer: There are no page limitations.

5. The RFP includes Evaluation Factors for 1) Technical Approach / Capability, 2) Experience and Qualifications of Contractor and Key Personnel, and 3) Past Performance. There are no requirements noted regarding font, text size, or page margins. Confirm if there are any requirements regarding font, text size, or page margins.

Answer: There are no preferences.

6. For the Factor 3 Past Performance response, the solicitation includes a Past Performance Questionnaire. Are previously completed Past Performance Questionnaires of a similar format acceptable?

Answer: The included questionnaire should be used, as noted in the Past Performance Evaluation Factor CPARS reviews may be submitted to satisfy this requirement, if a CPARS review is being submitted only pg. 1 needs to be filled out and provided with a copy of the CPARS review.

7. For the Factor 3 Past Performance response, are the Past Performance Questionnaires to be submitted directly to the government and not included with the proposal response?

Answer: That is the intent unless the offeror is submitting a CPARS review, as allowed.

8. The RFP states that the Period of Performance is only 120 calendar days. That performance period is not realistic for a project of this magnitude. For example, the lead time of the mechanical equipment is likely 120 calendar days by itself. Lead times are likely even longer due to the manufacturing supply chain interruptions affecting the construction industry. Can the performance period be evaluated and updated to an appropriate timeframe?

Answer: The documents state 120 Calendar Days after issuance of the Notice to Proceed, the NTP Is not anticipated to be issued at award. Submittals will need to be reviewed and approved prior to issuance of the NTP, NTP might not be issued until equipment is en route to location. We are well aware of lead time issues effecting the construction industry.

9. Is the same period of performance included in the contract if the additive alternate is awarded?

Answer: Yes.

10. Is it possible that the additive alternate be awarded after contract award?

Answer: No it will either be awarded at the time the base is awarded or not at all.

11. Clarify how the pricing is to be submitted. There is a Summary Sheet Format on Page 9 of the RFP and a Schedule of Items on Page 1 of the RFP. It is assumed that the Summary Sheet Format is for changes during task order execution. Confirm that the Schedule of Items on Page 1 is the only Pricing requirement.

Answer: Not Confirmed. As noted in section B.5 Please include a detailed breakdown of price with various cost elements (e.g. materials, sub-costs, bonding, insurance, etc.). Section L.8 also reiterates Supplemental document with detailed pricing information including cost elements, (e.g. equipment, labor, insurance, bonds, overhead, G&A, etc.) quantities, should also be submitted. Pricing should be submitted in a separate document (or section) of the proposal from submission of information in response to non-price evaluation factors.

Summary Sheet on Pg. 9 is to be used for changes.

12. Are the proposal factors to be submitted as one consolidated pdf document?

Answer: As noted in Section L.8 Pricing should be submitted in a separate document (or section) of the proposal from submission of information in response to non-price evaluation factors.

13. Is the Pricing to be provided as a spreadsheet or a pdf document?

Answer: Either is fine.

14. The Schedule of Items includes two items in the Base. Does that mean that each of those two items will be included as part of the initial contract award, and NOT as part of an option after award?

Answer: Correct, both items are anticipated to be awarded. There are no options on this procurement, the Add Alternate will either be awarded at the same time as the base or not at all.

15. Will the building be occupied during construction?

Answer: Building 8, No. Building 8A, Yes. The adjoining building (Building 8A) will likely be occupied during construction. This should have no impact on the B-8 interior renovation work but will have impacts on the HVAC equipment replacement portion of the work. The chillers and boilers serve both Buildings 8 & 8A. Disruptions in HVAC service to Building 8A should be kept to a minimum and should be scheduled in advance so the research unit can plan around it.

16. Is NTP provided at contract award?

Answer: See response to Question 8 above.

17. Confirm that the Certified Cost and Pricing Data Form is to be provided with the proposal submission.

Answer: Confirmed.

18. Confirm that the FAR 52.204-24 Declaration document is to be provided with the proposal submission.

Answer: Confirmed, unless as noted in L.8 the updated FAR 52.204-26 (Oct. 2020) with the two representations is on the SAM record.

19. Commissioning is referenced in Specification 01 32 01, but a commissioning specification is not included in either specification package. Is commissioning to be provided? If so, what are the commissioning requirements?

Answer: Commissioning is not required for either project.

20. Commissioning is referenced in Specification 01 32 01, but a commissioning specification is not included in either specification package. If commissioning is to be provided, is it required that commissioning be performed by an independent 3rd party?

Answer: Commissioning is not required for either project.

21. The specifications allow for the SSHO and QCM to dual-hat. Can the Superintendent serve as the SSHO and / or QCM?

22. Is it required for the SSHO and / or QCM to be employed by the prime contractor?

23. Is spec section 01 01 00 – 1.1.D 1. “All employees of the general contractor or subcontractors shall have the 10-hour OSHA certified Construction Safety course and /or other relevant competency training.” necessary? Also submitting this training to the Contracting Officer for approval prior to arriving onsite? This will add substantial cost and delay to the overall project.

Answer: Training or relevant competency training is required.

24. Spec sections 26 20 00, 23 30 00, 02 41 00 and the majority of Division 01 are included in both packages. Will these be combined?

25. DWG M-101 from both drawing packages show a different duct/HVAC configuration. Which is correct?

Answer: The ductwork configurations outside of the laboratory area (Rooms 112,113 and 115) are better defined in the Renovate Interior For Building #8 drawing package.

26. The room numbers in the two sets of drawings don’t match, which is correct?

Answer: The two projects were designed, and room numbers assigned prior to the projects being combined outside of design. Recommend the contractor utilize the renovation project room numbering for reference and coordinate with the mechanical project.

27. Will a attendance roster from the site visit be provided?

Answer: Answered Above.

28. The sequence of operations for the air handling unit does not indicate control of humidity in the space, and the configuration of the unit does not appear to be such to allow for humidity control. Confirm if humidity is to be controlled in the space, and if so, the sequence.

Answer: The air handling unit itself does not have humidification. The air handling unit shall interface with the hot water reheat coil to control humidity during summer.

29. There was not a specification provided for the building control system. Are stainless steel plates for thermostats required in the laboratory area? In the office areas?

Answer: Stainless steel plates are not required for thermostats.

30. The drawing references that the existing control system is Distech. What type of front-end is presently in the building?

Answer: The building currently has a Distech controls system with a BACnet interface. The system is tied into the campus-wide control system that is in the maintenance shop. All new equipment shall interface with the campus-wide Distech Controls system.

31. Is it the intent of this contract to integrate all new controls into the existing Distech building control system or will that be performed by others?

Answer: All new controllers will be integrated into the existing Distech control system.

32. Can as-built drawings of the hydronic piping system be provided that indicates pipe sizing for use in valve and well sizing?

Answer: See Pipe Size Drawings document. Dimensions need to be field verified.

33. Is the new chiller to be provided with a BACnet communication card?

34. Are there any requirements for the new equipment to be furnished with an extended warranties, as this would be at additional cost?

Answer: No.

35. Is the existing exterior hydronic piping heat traced?

Answer: Existing chilled water piping is heat traced.

36. Demolition and installation drawings for the boiler installation do not indicate any work to the existing boiler flue. Is the existing flue to be reused as is?

Answer: New boiler needs to be connected to existing boiler flue.

37. Would the USDA consider extending the deadline for the proposals by 1 or 2 weeks? This would allow contractors the time to produce their best offerings.

Answer: We will extend one week to August 13, at 2:00 p.m. Central.
