Upgrades Physical Access Control System (ePACS) Stoneville, MS Questions and Answers

1. Has the existing fiber optic cable had an ODTR test performed? If yes may we have a copy of the report to determine dB loss for each strand of fiber?

Answer: Yes an OTDR report was generated October 2018. We have added more to the infrastructure since then.

2. Is the existing fiber optic cable terminated with LC fittings?

Answer: Yes .

3. Is the contractor responsible for adding LC terminations to the existing fiber?

Answer: Yes. Additionally, the gate near building 80 is connected via coaxial cable from pull box at building 80.

4. Each fiber splice point drops decibel (dB) by approximately .35-.5 dB loss. If the ODTR report shows dB loss that when added up exceeds manufacturer’s loss tolerance, how will this be addressed by the government? While signals may be carried with higher than recommend loss, there is a greater likelihood of communications issues resulting from a higher dB loss on the fiber optic run and additionally the manufacturer will not support the troubleshooting if dB loss exceeds their loss tolerance. The most concerning being the Gate 80 which has the most splice points (splice point is defined as each termination into a fiber break out, fiber transceiver, etc.)

This is a critical aspect of the project since the entire network resides primarily over fiber optic cable.

Answer: There are currently 12 strands of fiber optic cable terminated in building 80. Only 4 strands in current use. The distance between building 80 and Gate 80 should require minimum splicing and we also have spare strands if a pair becomes degraded. The gate can also be connected to switch from Building 80 if needed.

5. The specifications never calls out any requirement that the prime contractor shall be CSEIP certified as required for HSPD-12 federal government PACS installations. Will this be a requirement?

Answer: Contractor shall have at least one Certified Security Engineer, ICAM Professional (CSEIP) on staff.

6. The company quoting work should have at least one CSEIP certified person located in the office quoting the project. Will be this a requirement?

Answer: See Q5

7. Will the government require the resume of the individual techs and CSEIP engineer?

Answer: Yes

8. The specifications does not call out the prime contractor is required to be a Lenel VAR. Is this a requirement?

Answer: The Prime does not necessarily need to be a Lenel VAR but the access control installer needs to be. The Prime can sub out to a Lenel VAR.

9. The specifications does not call out that the lead installer is Lenel Certified with at least five years of experience. Is this a requirement?

Answer: Yes.

10. The specifications makes no reference to the Approved Products list for the card readers. Is this a requirement?

Answer: Yes the GSA APL.

11. The specifications does not call out a requirement for Corporate 1000 cards. Is this a requirement, if so how many cards (note, minimum order is 100 cards) Answer: 100 cards.

12. What is the Lenel Dongle number for the current Lenel system? This will help determine if any additional reader software licenses are required Answer: 50710.

13. Is the current Lenel system connected to ePACS server or stand alone?

Answer: Connected to a sever hosted at a USDA Data Center

14. Please provide a sequence of operations for the Air Lock shown on drawing E-8.

Answer: Doors are interlocked so that only one door may be open at any time. The badge swipe requests unlock of the door. The push button forces unlock of the door. If both doors are open simultaneously, an audible alarm is generated.

15. There are four locations (change in, change out, Formulate Process Packaging and airlock) that have two sets of magnetic locks. Please provide information on the operation of these doors.

How are the controlled? Please provide the sequence of operation for air lock Formulate Process and change in and change out rooms.

Answer: See Question 14.

16. Who is responsible for hardening of the new Network Switch in Bldg. 80 room 208?

Answer: USDA-NOC, CEC, Jarvis McWilliams located at Stoneville, MS.

17. Is there a specific model number for the network switch in Bldg. 80 room 208?

Answer: The switch model is Juniper EX3400.

18. The specification calls for a dedicated report and alarm printer. Is this requirement needed or is mapping to a network printer acceptable?

Answer: No printer or printer connection will be necessary for this project. Location IT personnel currently download reports when needed and stored on thumb drives for further transmission.

19. Please provide which two doors are to be added in accordance with the specification. What is the door type and frame type, i.e. solid wood door, glass door with aluminum frame etc., hollow metal jamb or concrete filled jamb?

Answer: This was pointed out during the site visit; it is a read in/read out at door 159 as shown on the plans.

20. Which door is being recommissioned?

Answer: Recommissioned should have read decommissioned. To that point, present Research Leadership would like the door in question to remain on the system.

21. Please confirm that the drawing Network Layout is accurate and that where it states in the drawing legend, (NEW) indicates contractor provided Answer: Yes, the items identified as (NEW) on the legend of E-2 are contractor provided in order to provide a complete and operational system.

22. What type of connectors are to be used for the new fiber install?

Answer: The standard for the location is LC connectors.

23. Who is responsible for verifying the condition of the conduit?

Answer: The contractor is to verify the condition of existing conduit.

24. Will Fire Drops be installed to drop power to the maglocks in the event of a fire emergency?

25. Will we be able to take smaller buildings completely offline where there is no space to install Lenel, and power supply’s to have both systems running at the same time.

Answer: Yes. This will need to be coordinated and scheduled with the scientists occupying the building.

26. Can you provide pictures of where and how the fiber and copper leave the buildings to get to the gates?

Answer: Yes. Contact Jarvis.mcwilliams@USDA.gov

27. Can you verify the lengths of pathways from the buildings to the gate pedestals?

Answer: We don’t have this information.

28. Is vendor to be responsible for new Junction boxes for door controllers or reuse what’s in place?

Answer: Reuse of in place junction boxes is acceptable.

29. What type of fiber is being pulled for new install (direct burial, PVC, fiber in conduit)?

Answer: Use existing conduit.

30. What type of connectors are to be used for new fiber install?

Answer: LC is the recommend fiber connectors.

31. Who is responsible for verifying condition of conduit?

Answer: See Q23 above.

32. Will the consultant be the commissioning authority for the project close-out?

Answer: At this time A/E services have not been procured for close out.

33. Will the consultant be the entity that tests and verifies all work completed?

Answer: Ultimately the Gov’t will be responsible for final acceptance, whether we will procure A/E services to facilitate that acceptance has not been decided. At this time A/E services for this purpose have not been procured.

34. Will the consultant be the approving authority for all submittals?

Answer: The Gov’t is the ultimate approving authority for submittals, whether we will procure A/E services to facilitate submittal reviews has not been decided. At this time A/E services for this purpose have not been procured.

35. Is the contractor required to recertify existing fiber optic ODTR finding?

Answer: The contractor will be required to certify any new fiber cable installation.

36. Can we have a copy of the site visit sign-in sheet Answer: Site visit sign-in sheets have been posted.

37. Is shower in and shower out required to perform work in the clean side of building 80?

Answer: It is possible, but unlikely. At this time, there is no requirement at this time but It depends on whether new research is begun before this installation is complete. Contractor may elect to do the work in the “clean side” of Bldg. 80 first to avoid future research. The quicker the work is done, the less likely it is to encounter research which will require shower-in & shower-out.

38. Is an escort required when inside the clean area of building 80 Answer: See Q37 above. Work will need to be coordinated with Research Leader at time of installation to accommodate both research and installation work.

39. During the walk through, several large businesses were in attendance. Will these bidders be excluded as bidding as a prime contractor since this is a small business set aside? SBA rules state that a small business purchased by a large business must declare the revenue of the large business and therefore they are considered large business by way of affiliation.

Answer: The prime contractor is required to be a small business for the NAICS associated with this project. Small business status is verified by checking the NAICS in the SAM Record Reps & Certs.

40. The specification states under Manufacturer’s Field Report SD-09 that the manufacturer needs to be present for system testing. The quoting company should be Lenel Authorized and have a Factory Lenel Certified tech conducting the testing so it seems unusual that the Lenel would need to be present to certify the testing. Can this requirement be removed in order to save costs?

Answer: A Lenel Authorized company with a Lenel certified technician would satisfy the intent of this requirement.

41. Section 1.5.2 Identifying Submittals states, The contractor’s approving authority must prepare, review and stamp submittals. Can the government define who is the approving authority?

Answer: the Government is the ultimate approving authority.

42. The specification requires a dedicated Site Safety and Health Officer (SSHO). This person cannot be the same as the Lead Installer. We request that the Lead Installer if SSHO certified act as the SSHO as well. Please advise.

Answer: This is acceptable as long as this person will be on-site during all work.

43. The specification requires a Site Specific Safety Plan/Accident Prevention Plan (SSSP/APP) that must be written, executed, signed by an officer of the firm, project super intendent, SSHO, Quality Control Manager. The SSHO, Quality Control Manager and Project Superintendent are required to be onsite daily. Respectfully this is a security installation not a major construction project. Adding all of this required supervision will add tremendous cost to this project. Will the government consider easing these requirements?

Answer: The Safety Plan is non-negotiable. It would be acceptable for the SSHO, QC manager, and Project Superintendent to serve concurrent roles. You are correct that this is not major construction, but this project is being performed in areas where experimentation is occurring which requires appropriate caution to ensure safety of both occupants and installers.

44. For quote responses, is it acceptable to respond with Not Applicable for sections that do not pertain to our work, by example, scaffolding, confined spaces, rigging and shoring etc.?

45. Section 1.8 ARS WBSC Certificate of Occupancy is referenced. This seems to be out of scope.

Can this requirement be removed?

Answer: The requirement is limited to the following lines of the Certificate of Occupancy: 25, 26, 27, 48.

46. Is Section 27 10 00 pertains to telecommunications systems. According to the Network Layout drawing, the main fiber optic infrastructure in already installed. The security contractor will run local security wiring within each building and provide jumper cables (Cat6 and Fiber) between Fiber Optic Transceivers and Fiber Patch Panels. Is this section requirement informational or are we expected to provide a full technical response addressing requirements that seem out of scope? We understand that our wiring must be installed in accordance with code etc. Is the information in paragraph 1.4 of this section in the security contractor’s scope? The building telecommunications cabling and pathway system shall include permanently installed backbone and horizontal cabling, horizontal and backbone pathways, conduit, raceway, and hardware for splicing, terminating, and interconnecting cabling necessary to transport data (including LAN) between equipment items in a building. The horizontal system shall be wired in a star topology from the telecommunications work area to the floor distributor or campus distributor at the center or hub of the star. The backbone cabling and pathway system includes intrabuilding an d interbuilding interconnecting cabling, pathway, and terminal hardware. The intrabuilding backbone provides connectivity from the floor distributors to the building distributors or to the campus distributor and from the building distributors to the campus distributor as required. The backbone system shall be wired in a star topology with the campus distributor at the center or hub of the star. Provide telecommunications pathway systems referenced herein as specified in Section 26 20 00 INTERIOR DISTRIBUTION SYSTEM. The telecommunications contractor must coordinate with the NMCI/COSC/NGEN contractor concerning access to and configuration of telecommunications spaces. The telecommunications contractor may be required to coordinate work effort within the telecommunications spaces with the NMCI/COSC/NGEN contractor.

Answer: The scope of the contractor is to provide horizontal fiber and copper to connect the new security systems to the existing security switch in Building 1 utilizing the existing facility fiber backbone. Technical responses and submittals are limited to the new cabling and equipment supplied under the contract.

47. If the answer to question regarding paragraph 1.4 in Section 27 10 00 is part of our scope, is the contractor, if not a telecommunications contractor required to hire subcontractor to perform this work or can the security company perform this work?

Answer: The scope is limited to provision and installation of the cabling and equipment.

Configuration of network equipment shall be performed by USDA.

48. Section 27 10 00 paragraph 3.5.1.3 performance tests, paragraph B states end to end fiber optic link tests are to be conducted. Is it required that we test the entire fiber optic infrastructure for every run even though the fiber optic back bone was installed by others?

Answer: Yes. If the losses are excessive, it can then be evaluated if the problem is within the new terminations or the existing backbone. If the existing backbone, an alternate pair can be selected.

49. Please provide a list of card reader types for each door. The specification mentions Contactless type, contact type. Please indicate specific card reader required for each door.

Answer: See Q10 above.

50. Please indicate which drawing shows interface with security lighting as required in the specification Answer: There are no security lighting systems.

51. The specification indicates an Intrusion Detection System. Please confirm if this is a requirement.

Answer: We don’t believe the IDS for Bldg. 1 is active due to folks coming onsite all hours of the day/night. It was determined it would be impossible to manage a PIN for the IDS side.

52. The specification requires following U.L 681. Is the requirement that the installation company be UL CRZH certified? This should be the requirement if U.L 681 must be followed.

Answer: UL CRZH certification will be required.

53. ICS 705-1 is referenced for installation as well. This requires a U.L CRZH certified company to perform the work. Please confirm this requirement.

Answer: This project will not require compliance with ICS 705-1.

54. The specification calls for System Administration Training. This is conducted by Lenel, not a Lenel VAR. Please indicate of separate pricing exclusive of travel is desired and indicate how many people for cost purposes.

Answer: Lenel training is overkill for the administration that site performs below is a minimum of training we would require. Several 2-4 hours sessions would suffice.

In System Admin:

• Import PIV Cards (if they have an Omnikey or other PIV reader)

• Create time zones
