The bid due date IS extended to July 23, 2018 by close of business 4:30p.m CST.

No other changes are made to the terms and conditions of this solicitation.

INSTRUCTIONS

Instructions for items other than those that are self-explanatory, are as follows:

Item 1 (Contract ID Code) . Insert the contract type identification code that appears in the title block of the contract being modified.

Item 3 (Effective date).

For a solicitation amendment, change order, or administrative change, the effective date shall be the issue date of the amendment, change order, or administrative change.

For a supplemental agreement, the effective date shall be the date agreed to by the contracting parties.

For a modification issued as an initial or confirming notice of termination for the convenience of the Government, the effective date and the modification number of the confirming notice shall be the same as the effective date and modification number of the initial notice.

For a modification converting a termination for default to a termination for the convenience of the Government, the effective date shall be the same as the effective date of the termination for default.

For a modification confirming the contracting officer's determination of the amount due in settlement of a contract termination, the effec-tive date shall be the same as the effective date of the initial decision.

Item 6 (Issued By). Insert the name and address of the issuing office. If applicable, insert the appropriate issuing office code in the code block.

Item 8 (Name and Address of Contractor). For modifications to a contract or order, enter the contractor's name, address, and code as shown in the original contract or order, unless changed by this or a previous modification.

Item 12 (Accounting and Appropriation Data).

When appropriate, indicate the impact of the modification on each affected accounting classification by inserting one of the following entries:

Item 14 (Description of Amendment/Modification).

Organize amendments or modifications under the appropriate Uniform Contract Format (UCF) section headings from the applicable solicitation or contract. The UCF table of contents, however, shall not be set forth in this document.

Visit Project Site

This meeting is the site visit for Request for Quotation (RFQ) No. 1232SDS18JC06 to Replace the main electrical service panels and the branch circuit panel in Bldg. 13 along with an Option 1 for an Electrical Up-Grade in Bldg. 11, at the USDA, ARS, Honey Bee Breeding, Genetics and Physiology Research Unit, in Baton Rouge, LA. No oral remarks or explanations made here today will alter or otherwise qualify the written provisions of the RFQ as it now exists. The minutes will be issued as soon as possible, covering the elements known now and those which may be discovered today. Only a written amendment will officially change or clarify the written provisions of the solicitation package. It is not anticipated that an extension to the bid due date will be issued.

2. Proposal Requirements:

Bidder is reminded of several important items in preparing bids.

1) You must sign the SF-18 form and acknowledge any amendments to the solicitation. There is one amendment to date.

2) You have completed Blocks 11, 12, 13, & 16 and signed and dated Blocks 14, and 15 of the

SF-18, "Request for Quotation" form and insert DUNS on page 2.

3) No bid bond is required for this acquisition.

4) In the event the successful bid exceeds $35,000, Alternate payment protection will be required for this contract. See FAR Clause 52.228-13 Alternate Payment Protections.

5) The Davis-Bacon wage rates apply to the contract. They are included as Attachment IV to the solicitation.

6) No exemption is granted for state or local taxes. You should include this expense as part of your bid price.

7) Your Proposal is to be emailed (preferred), faxed or mailed to USDA, ARS, WBSC, Joseph

Covarrubio, Contract Specialist, 1001 Holleman Drive East, College Station, Texas 77840.

8) There are no liquidated damages on this contract.

9) There will be no retainage withheld unless there has been no performance.

10) Contractor MUST be registered in the System for Award Management (SAM) prior to the submission of proposal/bid. You can register online at www.sam.gov .

11) Contractor is required to submit their invoices electronically into the government’s Invoicing Processing Platform. You can register online at www.ipp.gov .

3. Utilities:

A reasonable amount of electricity and water, will be provided to the contractor by the Government at no cost. The contractor will be expected to maintain their own work site trailer and/or telephone. Use of restroom facilities by contractor's employees, parking areas, storage areas, etc. will need to be discussed today with representatives from the location.

4. Technical Overview of the Project:

The representatives from the location will provide an overview of the technical aspects of the project.

1. Will the existing server in the mezzanine need to be connected to temporary power.

A. No.

2. Is the 400amp feed being replaced for either base option or option 1

A. For Base, per Sheet E100, Keyed Note 2, reuse existing building service. Bldg 13 400 Amp service to be replaced if option 1 awarded.

3. If the option is not performed does the 400 amp feeder have to replaced.

A. No.

4. Will Robroy conduit be required for the project.

A. No.

- Additional note # 1 - Contractor to perform Option # 1 600 amp panel replacement over long weekend to minimize outage duration for Building 11 and buildings other than Building 13.

- Additional note # 2 – In addition to providing temporary power to subzero freezers and exterior packaged AC unit, contractor to provide temporary power to 12 freezers (mixture of chest and upright) which will be located in the hallway of B13. Contactor to verify electrical requirements of freezers.
