Greenhouse Upgrade Phase II
1. Attendees to fill out the sign in sheet.
2. Review the following:
• Advise prospective offerors all questions must be presented in writing to Jeffery Ridenour, Contracting Specialist at USDA/ARS, Peoria, IL by e-mail jeffery.ridenour@va.gov. Any information provided by USDA/ARS in response to questions and clarifications is unofficial until it has been approved in writing by the Contracting Officer. USDA/ARS will provide written responses to questions.
• In the interest of adhering to the scheduled Bid date of March 29, 2018 (3:00 pm Central Time) no questions will be accepted after close of business March 15, 2018.
• All amendments must be acknowledged by offerors on the Solicitation, Offer, and Award, SF- 1442. Any amendments issued to this solicitation will only be available on the above referenced website. Offerors are responsible for obtaining all amendments.
• SET ASIDE: Solicitation is a Small Business set-aside procurement.
• SAM Registration: SAM registration must be up-to-date and the appropriate NAICS (238220) shall be classified (prime contractor only).
• Online Representations and Certifications Application: Contractor is required to complete the annual representations and certifications electronically via System for Award Management (SAM) website at http://www.sam.gov.
• Advise attendees that completion time for construction is 120 calendar days after receipt of the Notice to Proceed for all Bid Items.
• Construction Cost Magnitude: Average project size ($1,000,000 and $5,000,000).
• The solicitation is an Request for Bid. As such, the Bid is to only be sent to the contracting officer. Reference the solicitation number in the subject line of the email.
• OSHA training requirements shall be strictly enforced prior to the commencement of work. The job superintendent must be an OSHA certified “competent person” with 30 hours of training and all other employees working on the project must have a minimum of 10 hours of OSHA training.
• The job superintendent/OSHA certified competent person needs to be on site at all times when work is being done.
• Advise contractors the following documents are to be including in their submission: one (1) original signed SF 1442, Solicitation, Offer and Award, and completed annual Representations and Certifications (SAM).
• The quoted price shall include all applicable Federal, State, and local taxes in accordance with
FAR 52.229-3.
• Prospective offerors should carefully read the solicitation.
