Q10. Will the owner move freestanding equipment & materials, so the work can be performed?

A10. The contractor shall coordinate with the government with any equipment that is required to be moved to install new work. The government will move all freestanding equipment and materials.

Q11. Is the contractor responsible for patching and painting of walls and ceilings where ductwork, piping, fin tube and electrical items are demolished? If so, can a paint specification be prepared for interior block or drywall?

A11. The contractor shall be responsible for patching and painting where items are removed.

Paint and patching materials shall match existing.

Q12. Is the conduit and wiring for the new MAU-1 to be included in Alternate #1 or Alternate #2?

A12. Alternate 2.

Q13. Who is the Owner's HVAC Controls contractor?

A13. The HVAC controls shall be non-proprietary.

Q14. Will the contractor need to provide temporary power during the electrical switch over to permanent power? If not, how many day(s) can the greenhouse occupants go without power?

A14. The contractor shall provide temporary power. Schedule shutdowns shall be limited to 4 hours.

Q15. Since there will be roof penetrations for the new fume hoods. Is there a current roof warranty and what type of flat roof is over the headhouse?

A15. The government will provide information on the existing roof and warranty.

Q16. On the small business form that is to be included with our proposal, is the 25% amount calculated on the labor (personnel) dollars only

A16. Per FAR 52.219-14 Limitations on

Subcontracting (c) (4) Construction by special trade contractors. The concern will perform at least 25 percent of the cost of the contract, not including the cost of materials, with its own employees. See revised form attached to the amendment.

Q17. Can you tell me the qualifications for meeting the criteria of a small business? For instance, the size parameters and are you to be certified in the SAM register as a small business?

A17. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm. How to calculate average annual receipts and average employment of a firm can be found in the Code of

Federal Regulations (CFR) at 13 CFR § 121.104 and

13 CFR § 121.106, respectively. The prime contractor must be certified for the NAICS code listed in the solicitation prior to award.

Q18. In section 23 64 26, Steam Piping Systems.

It appears that this section mainly talks about water piping in lieu of steam piping and materials. For example, it does not indicate the schedule of steel pipe to use for the steam and condensate?

A18. Steam piping shall be carbon steel, ASTM A53

Grade B, Seamless or Electric Resistance Welded, Schedule 40. Steam Condensate piping shall be carbon steel, ASTM A53 Grade B, Seamless or

Electric Resistance Welded, Schedule 80.

Q19. Section 23 64 26 specifies pumps and expansion tanks. We assume these are not required?

A19. Pumps and expansion tanks are not required.

Q20. In section 23 64 26 there is not a specification for steam traps. Can you provide one?

A20. Steam traps shall be Float & Thermostatic

Steam Traps, Minimum 150 lbs/hr @ ¼ psi differential.

Q21. Did the 120 calendar day schedule allow a minimum of 6 weeks delivery after approval of the new Make-Up air unit (MAU-1) in Alternate #2 (if accepted)? The time frame stated above will be the same for the new fin tubes in the base bid.

A21. The period of performance for the all work whether or not alternates have been awarded shall be 180 calendar days.

Q22. After reviewing section 09 90 00 - Paints &

Coatings, I am unable to find a paint system specified for any other substrate other than

"Exterior wood; dressed lumber" Is it possible to receive a clarification on the paint to be utilized for the substrates to be painted on this project, such as steel (new support structure for

MAU-1)?

A22. In isolated areas of corrosion and/or paint breakdown, loose rust and old coatings are removed by a combination of SSPC (SOCIETY FOR

PROTECTIVE COATING): SP3 (Power Tool Cleaning) surface preparation. Apply specified ferrous metal primer on the same day that surface is cleaned, to surfaces that meet all specified surface preparation requirements at time of application.

Coatings may be provided by either Hot-Dipped

Galvanization or Shop Primed with Field Paint

(Painting System). Painting systems shall include (per Master Painters Institute (MPI):

Alkyd MPI EXT 5.1Q-G5 (Semigloss)

Primer: MPI 23 - Primer, Metal, Surface Tolerant

Intermediate: MPI 94 - Alkyd, Exterior, Semi-Gloss (MPI Gloss Level 5)

Topcoat: MPI 94 - Alkyd, Exterior, Semi-Gloss (MPI Gloss Level 5)

System DFT (dry film thickness): 131 microns

Alkyd paints shall provide alternate inhibitive pigments to lead such as zinc oxide, barium metaborate, zinchydroxy phosphate, calcium boro silicate, calcium sulphanate and zinc molybdate, which have been tested and are acceptable
