About this file

This document is a Questions and Answers (Q&A) file for Solicitation Number 1232SA25Q0720, focused on detailed specifications for a research chamber system for the USDA. Key technical details include external chamber dimensions of 106" x 40" x 79", a required temperature range of 15-35 degrees Celsius, and a humidity range of 35-90%. The LED lighting system specifications require adjustable wavelengths at 451nm, 657nm, and 729nm, with no mandatory minimum light intensity requirement.

Logistical details reveal that cooling water will be available, no UL certification is needed, and a pre-shipment performance test is required. The USDA will be responsible for receiving the chamber, uncrating it, moving it to the final location, and making all utility connections (electrical, cooling water, Ethernet, water piping). The vendor will be responsible for offloading the chamber, but not for installation or commissioning. The vendor must complete documentation using minimum specifications outlined in "Attachment 2 – Specifications" without filling out additional forms.

Questions and Answers for Sol# 1232SA25Q0720

Q: Are sensors for an advanced troubleshooting system mandatory for the chambers to achieve the shortest possible diagnostic downtime?

A: No

Q: Are the dimensions provided external or internal? Please confirm if the dimensions provided are external dimension: 106” x 40” x 79” (Width x Depth x Height).

A: External dimensions

Q: What is the maximum light intensity at 15 cm from light source (industry standard) or any other reference distance?

A: We do not have a maximum. As close to 2000 µmol m-2 s-1 PPDD as possible.

Q: For the lighting, is each LED color to be independently dimmable?

A: Yes

Q: Is it required that the LED lighting be mounted on a counterbalanced, height-adjustable lamp canopy?

A: No

Q: Please confirm that a minimum light intensity of 1500µmol m-2 s-1 PPFD measured at 150mm

(6”) is required.

A: No

Q: We offer a broad spectrum Fluence Ray LED lighting system. This LED lighting system is a mixture of white, red, and far-red LEDs, and includes 450nm, 660nm, and 735nm wavelengths. The intensity of our LED lighting system is adjustable, and therefore the intensity of each of these specific wavelengths is adjustable. In addition, the intensity of the far-red LED channel is independently adjustable from the white and red LEDs. In our LED lighting system the blue wavelength peak from the white LEDs is at 451nm, the red wavelength peak is at 657nm, and the far-red wavelength peak is at 729nm. Is our LED lighting system described above acceptable for this bid?

A: Yes, if the lighting at 451, 657 and 729 nm is adjustable.

Q: Is a quantum light sensor required to have the ability to dim by µmoles/m2/s and not by light percentage?

A: No

Q: Kindly confirm if a quantum sensor that measures, displays, and logs PPFD and Far-Red PFD

(combined ePPFD) light through the controller is required.

A: No

Q: Please confirm whether the chambers require a self-contained cooling system, OR if cooling water is available.

A: Cooling water is available.

Q: If a self-contained cooling system is required, please confirm that the installation room can handle the heat rejected by the chambers.

A: We do not want a self-contained cooling system.

What is the required temperature range(s)?

A: 15 to 35 degrees Celsius

What is the required humidity range(s)?

A: 35 to 90% humidity

Q: Specifications only call out additive humidity, is dehumidification needed as well?

A: We do not need dehumidification.

Q: Do you need UL certification?

A: No

Q: Kindly clarify whether a pre-shipment performance test is required to ensure all specified limits are met. If so, please confirm that the test results (e.g., lights, temperature, humidity, airflow, etc.) need to be provided to USDA before shipping.

A: Yes

Q: Please confirm whether a loading dock is available at the site.

A: No, we need a lift gate.

Q: Please clarify whether the vendor is responsible for offloading the chamber upon delivery.

A: Yes

Q: Please clarify whether a genie lift is available on-site to assist with moving the chamber.

A: No

Q: Please clarify whether a forklift will be available on-site to assist with unloading and /or moving the chamber.

A: Yes

Q: Please clarify whether the USDA will receive the chamber and if covered and secured storage will be provided until the installers arrive.

A: Yes, as long as the packaged units can fit through a door opening of 83 by 69 inches.

Q: Please clarify whether the USDA is responsible for uncrating the chamber.

A: We can do this

Q: Please clarify whether the USDA is responsible for moving the chamber to its final location.

A: Yes

Q: Please clarify whether the vendor is responsible for the installation of the chamber.

A: No

Q: Could you please clarify whether the vendor is responsible for the commissioning of the chamber?

A: No

Q: Kindly confirm that USDA is responsible for all final utility connections to the new chambers. E.g.:

• Electrical Service including disconnects switches.

• Cooling water supply and return connections.

• Ethernet connections.

• Piping from purified water source (e.g. Reverse Osmosis or De-ionized water) to additive humidity connection point.

• Piping from the chamber drain to building floor drain.

A: Yes

Q: Can you fill out the attached form for this quote request?

A: No, you must complete any documentation required by product manufacturers using the minimum salient characteristics outlined in “Attachment 2 – Specifications (Specs)”. If you felt relevant information was missing from the specs then you should have submitted a question requesting it prior to the deadline.
