Amendment A0002

The purpose of this amendment is to provide answers to industry submitted questions during the RFI period. No additional questions will be answered unless deemed in the best interest of the Government by the Contracting Officer.

QUESTION 1:

“Section QUOTE SUBMISSION

Item 2; please confirm that NAICS code 541350 is self-certified for business to perform building inspection duties and that proof of certification is to be State of California professional registration in the professions required for the inspections; architect, civil engineer, structural engineer, mechanical/plumbing engineer, and electrical engineer. Proof of certification submitted with quote is to be each professional license number.”

ANSWER: Confirmed. The prime contractor shall be certified to operate under NAICS 541350, “Building Inspection Services,” with applicable certifications and licensing for qualified professionals, as required, whether prime contractor employees/sub-contractor employees, in order to perform the duties under the scope of this service.

QUESTION 2:

“Section QUOTE SUBMISSION

Item 5; is a lump sum proposal that is the firm fixed price the only quote required, or is there a quote breakdown desired?”

ANSWER: Section “QUOTE SUBMISSION” is replaced with the required breakdown below.

Section: QUOTE SUBMISSION

All interested parties shall provide a quotation broken down at a minimum, as it pertains below as part of their quote submission:

Field Work:

- Labor Category

- Labor Hourly Rate

- Total Labor Hours per Category/Total Cost

- Other Costs (identified individually)

Office Work:

- Labor Category

- Labor Hourly Rate

- Other Costs (identified individually)

Section B – Schedule of Items

All Interested parties shall provide a “Total Price” reflecting the overall, final cost (all items) as indicated in the solicitation under this section.

QUESTION 3:

“1.0 GENERAL 4.0 Government supplied items include a topographical site map. Is the topographical site map a survey of the project site including topography showing current existing conditions including all site improvements, paving, buildings? If not, should a full survey be included in the scope?”

ANSWER: A topographical site map survey is not included in the scope of this service and should not be considered as part of the solicitation. Topographical site information will be provided to the awardee if available.

QUESTION 4:

“Is there a document that shows the site utility services?”

ANSWER: All available drawings are provided as part of this amendment.

QUESTION 5:

“Is a current soil analysis available to determine load bearing capacity? If not, will that be provided by the owner or is that to be included in the quote?”

ANSWER: See section 2.0, D. Structural Evaluation, (i). Visual assessment of the foundation and any soil analysis the inspector may need to complete code assessments, seismic code evaluations as necessary.

QUESTION 6:

“Please confirm information provided at the site visit that the entry paving at the administration building is not in the contract scope.”

ANSWER: Confirmed, the entry paving is not part of the scope of this service.

QUESTION 7:

“Are drawings available of the pump lab aerator?”

QUESTION 8:

Can the seismic and structural evaluations for the buildings and the photovoltaic system be performed with ASCE 41-17 (latest code edition)? Please note that ASCE31-03 was discontinued and merged into ASCE 41 standard.”

ANSWER: The most current ASCE Standard shall be used for the deliverables identified in the RFQ.

QUESTION 13:

“RFQ Section 2.0I requires a list of deficiencies for structural, non-structural and geologic hazard deficiencies per ASCE31-03. Should we assume to perform a Tier 1 Screening per ASCE41-17?”

ANSWER: The aim of this facility inspection as it relates to structural assessment is to understand the state of the facility with regard to structural and seismic suitability, and the likely future costs to modernize the structures. A Tier 1 Screening is desired. We assume the facilities will be a Seismic Risk Category of II. Evaluate the Level of Seismicity for the site. Evaluate and explain, based on the construction-type, story height, facility condition, etc, whether a Tier 2 or a Tier 3 evaluation would be needed to undertake future evaluation and retrofit.
