About this file
The document is a Deviations Form (Attachment 6) for RFP 122125 O3 issued by the State of Nebraska's Department of Health and Human Services (DHHS) for a Program Integrity Case Management System. The form provides instructions for bidders to document any deviations from the requirements outlined in Section VI of the Request for Proposal, with three distinct parts covering different specification areas: general sections, functional specifications, and technical specifications. Bidders must carefully complete either a "No Deviations" or "Deviations" option, understanding that proposed alternatives will be evaluated by the committee and may impact proposal responsiveness. The form requires detailed explanations for any proposed deviations, with the understanding that such alternatives must be clearly documented and may affect the proposal's scoring.
The deviations form is part of a broader procurement for a comprehensive cloud-based case management and fraud detection system for Nebraska's Medicaid program. Bidders must understand that deviations will be critically reviewed, and submitting non-conforming alternatives could result in a "Non-Responsive Solicitation Response". The document emphasizes that any proposed deviations must be submitted in a separate PDF file, use the provided format, and include detailed rationales for why specific requirements cannot be met. The state reserves the right to determine if proposed alternatives have a material impact on the system, with the evaluation committee using the provided information to assess responsiveness and acceptability of any proposed modifications.

Attachment 6 Deviations to Section VI of the RFP 122125 O3 Program Integrity Case Management System
Important Instructions:
If Bidder has any deviations to the requirements outlined in Section (VI) of the Request for Proposal (RFP) including any attachments referenced under this section, all must be listed and included with the proposal response. Deviations to Section(VI) will be factored into the scoring. The evaluation committee will rely upon the information provided to assist in ascertaining responsiveness and/or determining whether a proposed alternative will be acceptable and discern its impact on the System. The State reserves the right to determine if proposed alternatives, individually or collectively, have a material impact on the system. Submitting deviations that do not conform to the system requirements may result in your proposal response being deemed as a “Non-Responsive Solicitation Response”.
Any deviations to requirements outlined in Section (VI) of the RFP are to be tabulated and submitted in a separate PDF file, clearly labeled “Deviations to Section (VI)(_)(_)” – see Exhibit 1 directly below for the sample format.
