Equipment as required to complete the work according to the attached specifications.
SECTION 5--PERFORMANCE WORK STATEMENT TASKS AND CRITICAL
SUBTASKS
All work will be performed in accordance with the attached specifications and the following special requirements for this forest.
Special Requirements For Water Drafting Equipment
Water drafting equipment may be used only at water sources designated on the Vicinity Map, BPA Call, or provided by the Contracting Officer. Such equipment shall include a screen around the intake (foot valve) with openings no larger than 3/32 - inch. An air gap or positive anti-siphon device shall be provided between the water source and the vehicle being loaded if the vehicle has been used for other than water haul, if the source is a domestic potable water supply, or the water is used for tank mixing with any other materials. Materials must be readily available and appropriate measures taken to prevent petroleum products from entering the water source.
Equipment Cleaning Requirements
All earth moving equipment (loaders, excavators, dump trucks, etc.) moved to the job site shall be cleaned of weeds and their seeds prior to each entrance onto the National Forest lands. Cleaning shall consist of the removal of all dirt, grease, debris, and materials that may harbor noxious weeds and their seeds. This may require the use of a pressure hose.
Equipment shall be made available for visual inspection by the Forest Service prior to entering National Forest lands. The Contractor shall advise of a proposed date for mobilization.
Inspections will take place at mutually agreeable enroute locations in advance of entry onto National Forest lands.
The Contractor shall take special care under this BPA to prevent contamination of water at the work sites with any petroleum residues from mechanical equipment operations. This shall include daily inspection and cleaning as appropriate.
SPECIFIC NOTES & INCIDENTAL WORK APPLICABLE FOR DURATION OF BPA
Manage all work areas in accordance with other clauses and specifications in this BPA including documents incorporated by reference.
Primary, Secondary and Other Roads: Some pay items under Sections 811 and 851 refer to these different road categories. Generally, the road category may be determined from the Umpqua National Forest map, East Half - Land of Umpqua, Pacific Northwest Recreation Map Series, 2007. Roads symbolized (refer to East Half map legend) as either “Paved Road” or “Gravel Road” are Primary Roads. Roads symbolized as “Unmaintained Road” are Secondary Roads. Other Roads are not displayed on the Land of Umpqua map, but may be found on individual Ranger District maps. However, the specific applicable pay item for each road in the Road Listing will be established by the Contracting Officer at the time the work is ordered.
807 Equipment Rental
Equipment rental will be utilized for road maintenance activities as ordered when not otherwise specified or paid for under other pay items. Equipment rental work may include coordination of activities with other contractors or Forest Service force account operations.
For example, providing a grader and/or roller with operator(s) to process and compact crushed aggregate hauled and placed on a road segment by others may be ordered and specified under Section 807. In contrast, grader and roller work is paid under Surface Maintenance and Roller Compaction pay items when ordered and specified under Section 811.
Mobilization of equipment rental ordered under Section 807 is incidental to the equipment rental. However, payment will be made at the rental operating rate for reasonable travel time required for the equipment to be delivered to the site (one-way), but not to include payment for delivery distances exceeding 100 miles.
811 Surface Maintenance
Roller compaction will be required on bladed Primary or Secondary Roads when ordered as a separate pay item.
Watering of roads in conjunction with blading of Primary or Secondary Roads will be required when ordered as a separate pay item under Section 891. When water is used, it will be applied to loose, already bladed or scarified materials to enhance compaction, unless otherwise agreed.
Turnouts are typically located and spaced closed enough apart to be intervisible on single lane Primary Roads, and spacing averages between 400 feet and 800 feet apart. Turnout spacing on double lane Primary roads will average between 1000 feet and 1500 feet apart.
Turnout spacing on Secondary and Other Roads will average between 500 feet and 1000 feet apart.
Some turnouts may not have been routinely bladed in past cycles of road blading, and therefore require more shaping, smoothing, and removal of unsuitable materials than the adjacent traveled way.
Turnouts will be shaped and maintained to the full dimensions shown on the Plans wherever practicable.
832 Load, Haul & Place material
This work may be ordered as an individual item, such as may be required to move stockpiled materials to other locations, or may be ordered in conjunction with other required work (e.g. hauling and disposing of unsuitable material generated from work under Sections 811 and 834, or hauling of materials required for installing / maintaining rock/earth barriers under Section 861.)
834 Roadway Drainage System Maintenance
Ditch cleaning may be ordered for segments of road that are shorter in length than other ordered work on the same road. For example, a one-mile long road segment may have surface maintenance and cutting of roadway vegetation on the entire length, but have only one or more shorter segments of ditch cleaning.
Cleaning and reconditioning of culverts may be ordered for individually identified culverts paid by Each.
Cleaning and reconditioning of culverts and ditch cleaning may be ordered as a combined pay item, paid by the Mile, and requiring all culverts and ditches along the road segment to meet the performance requirements of Section 834.
842 Roadway Vegetation Maintenance
Pay items for cutting roadway vegetation will be ordered for roads categorized as having either high volumes or low volumes of vegetation requiring treatment. The specific applicable pay item for each road in the Road Listing will be established by the Contracting Officer at the time the work is ordered.
o Typically, high volume vegetation roads have not been treated for more than seven years, have severely restricted sight distance due to vegetation encroachment, may have vegetation encroachment that contacts the sides of standard-sized highway vehicles, and may have small trees growing from within the traveled way.
o Typically, low volume vegetation roads have been treated within the last seven years, have only moderately or slightly restricted sight distance, or do not have any of the other typical conditions described for high volume vegetation roads for more than ten-percent of the road segment.
861 Maintenance of Rock/Earth Barrier
Sign work related to the barrier will be required when separately ordered and paid for under Section 872.
Earth and rock material for barriers will come from excavation at the site as shown on the drawings or from nearby ditch maintenance or other ordered work if approved in advance, and is incidental work. Additional material may be required, ordered and paid under Section 832.
872 Sign Installation and Maintenance
Minor vegetation clearing to ensure visibility of the sign or marker is considered incidental to the sign work itself, and shall be treated in accordance with Section 842, without a requirement for slash reduction.
881 Mobilization and Equipment Moving
Mobilization will be paid once per area per calendar year. Areas are: Cottage Grove R.D., Diamond Lake R.D./North Umpqua R.D. and Tiller R.D.
Work and operating schedules will be established for all ordered work prior to commencing work. Equipment moving may be paid under Section 881 when additional, unanticipated work is ordered that interrupts the original scheduled work and results in additional, unanticipated equipment moving to another Ranger District or within the same Ranger District.
891 Water Supply, Watering, and Water Drafting Equipment
Payment under Section 891 is based on the volume of water supplied, hauled, and applied, regardless of the distance hauled. Water sources will be designated at the time work is ordered. One-way (loaded) haul distances may range from less than one mile to fifteen miles. Typically, one-way haul distances will average between five and ten miles for most ordered work.
Water drafting equipment may be used only at water sources designated on the Vicinity
Map, BPA Call, or provided by the Contracting Officer.

SECTION 811 – SURFACE MAINTENANCE
811.01
SERVICE REQUIRED:
Smooth and shape native or aggregate surfaced roads including traveled way, shoulders, turnouts and intersections. Surface maintenance includes reshaping the crown or slope of traveled way, berms, and drainage dips. Scarification, compaction, or both may be required when shown on the ROAD LISTING.
811.02
PERFORMANCE STANDARD:
Roads
A road surface is maintained to standard when the travel way is free of washboards, potholes, or other irregularities. The surfacing material has been thoroughly loosened to no less than 2-inches depth or the depth of potholes or corrugations. The surface is smooth, and compact, without segregation of the surfacing materials. The surface is crowned or cross-sloped as indicated by the character of the existing subgrade, to at least ½-inch per foot of width, but not more than 1-inch per foot of width. Suitable materials have been recovered and incorporated.
Crowned or insloped road surfaces allow water to flow directly into ditches. Shoulders beyond the edges of the traveled way and turnouts have been shaped to allow drainage off and away from the road surface. Unsuitable materials have been removed from the traveled way and shoulders, placed outside the roadbed without concentrations and without obstructing drainage ways or structures. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.
When specified in the ROAD LISTING, aggregate surfacing has been scarified to a depth of 4-inches to 6-inches prior to final shaping as described above.
When specified in the ROAD LISTING, water has been hauled and incorporated into the surfacing material to reduce segregation and/or to improve required compaction.
When specified in the ROAD LISTING, aggregate surfacing has been roller compacted following final shaping so that no visual displacement occurs from hauling or spreading equipment.
Shoulders along paved roads are maintained to standard when unsuitable material (soil, moss, gravel, and other debris) has been removed from paved surfaces within 3-feet of pavement edges on both sides of the road. Unpaved shoulders adjacent to paved surfaces have been maintained and shaped to provide a smooth transition from the paved surface and to allow drainage off and away from the road surface or into ditches. Shoulders without ditches are shaped for a minimum of 2-feet, up to 6-feet, from the pavement edge as necessary for drainage. Unsuitable materials have been removed from the shoulders. All unsuitable materials removed from paved surfaces and shoulders have been placed outside the roadbed without concentrations, without obstructing drainage ways or structures, and are not located where erosion can allow sediment delivery to streams. When specified in the ROAD LISTING, unsuitable materials have been hauled and placed in designated disposal areas.

SPECIAL PROJECT SPECIFICATION (01/15)
814-F1 ASPHALT SURFACE MAINTENANCE
814.01
Repair and cleaning of pavement surfaces.
814.02
A. This work is complete when the pavement is clean and free of potholes and surface irregularities.
B. Furnish Hot Asphalt Pavement Mix, ODOT Spec. 3/8” Dense Gradation, Level II HMAC, Asphalt Grade PG 64-22, as approved by the CO.
C. Remove material to a minimum depth of 4 inches, or as necessary to reach firm support. If firm support for a patch is unavailable, notify the CO prior to placing any material.
D. Saw cut edges of the prepared hole to form a vertical face in un-fractured asphalt surfacing. Make the prepared hole rectangular, and clean it of all loose material. When the hole is dry, apply emulsified asphalt to the bottom and faces of the hole. Barricade prepared sites. Patch the sites immediately after the emulsified asphalt breaks.
E. Place the asphalt concrete mixture in layers not exceeding 4 inches. Thoroughly compact each layer with mechanical tampers or rollers. For hot asphalt concrete mixtures, compact the mix while it is above 230 °F.
F. Compact the finished surface with an approved steel-wheel roller, as approved by the CO. Ensure that the compacted patch is approximately 1/8 to 1/4 inches above the level of the adjacent pavement.
G. Clean the existing surface of all loose material, dirt, or other deleterious substances by approved methods. Apply emulsified asphalt tack coat on a dry, unfrozen surface when the air temperature in the shade is above 35 ºF and rising.
H. Where using slow-setting emulsified asphalt, dilute by adding an equal amount of water to the emulsified asphalt. Apply the asphalt at a rate of 0.03 to 0.15 gallons per square yard. Apply the tack coat uniformly and completely by fogging with a hand spray attachment or by another approved method. If excess asphalt material is applied, squeegee the excess from the surface.
Allow the tacked surfaces to completely cure before placing the covering course. Place the covering course within 4 hours of placing the tack coat.
814-F1 ASPHALT SURFACE MAINTENANCE (01/15/15) 1
I. Seal the edges of the completed patch with emulsified asphalt, and blot with fine sand. The CO will approve the exact application rate, temperature, and area to be treated before application and may make adjustments for variations in field conditions.
J. Disposal of asphalt concrete materials removed from pothole patching operations shall be removed from National Forest lands and disposed of in a legal manner. Disposal of asphalt concrete is considered to be incidental to Pothole Patching.
814.03
As specified on roads listed on the ROAD LISTING, SHOWN ON THE PLANS, or as ordered by the Contracting Officer.

SECTION 842 – ROADWAY VEGETATION MAINTENANCE
842.01
SERVICE REQUIRED:
Cutting all vegetative growth, including trees and other vegetation less than 5 inches in diameter measured 6 inches above the ground, on roadway surfaces and roadsides.
842.02
PERFORMANCE STANDARD:
A. General
1. Brush, trees and other vegetation are cut within each area treated to a maximum height of 6 inches above the ground surface or obstruction such as rocks or existing stumps. All limbs which extend into the treated area, or over the roadbed, to a height of 14 feet above the traveled way surface elevation have been removed.
2. Items to remain will be DESIGNATED ON THE GROUND.
3. Self-propelled equipment is not allowed on cut and fill slopes or in ditches.
4. Trees within the cutting limits, but outside the roadbed and ditch, which are over 5 inches measured at 6 inches above the ground have been limbed in lieu of cutting.
5. Limbed trees have limbs cut within 4 inches of the trunk.
6. There is minimal or no damage to trunks of remaining trees.
B. Cutting Side Vegetation
1. The treated area includes the road bed measured from the center line to each defined road edge, or to the bottom of the ditch on ditched road segments, plus an additional 4 feet on each side. Where there is no defined road edge or ditch, the treated area extends 12 feet from each side of the road center line.
2. Transitions between differing increments of cutting width have tapered lengths of not less than 50 feet and not more than 70 feet.
C. Debris
1. Materials resulting from the cutting operation in excess of 12 inches in length or 3 inches in diameter do not remain on roadway slopes within the treated area, in ditches, or within water courses.
2. Limbs and chunks in excess of 3 inches in any dimension do not remain on the traveled way or shoulders.
3. For road segments where slash reduction is identified in the ROAD LISTING as not required, materials are scattered beyond the roadbed, outside of the work area and drainages.
4. For road segments where slash reduction is identified in the ROAD LISTING as required, all materials are reduced in size to less than 12 inches in length and 3 inches in diameter by use of a masticator, mechanical chipper, or similar means. Resultant material is placed on cut slopes or outside of the work area but not in ditches or drainages. There are no accumulations of chips on steep cut slopes where the material will ravel into ditches.
