Four-hour rated fire wall construction for the entire prefabricated storage locker including but not limited to its walls, roof, and vertical walls of the sump. The Work shall include setting, blocking, and leveling the New Prefabricated HAZMAT Storage Locker. Leveling shall be within ½ inch vertical on any corner or per manufacturer specifications; whichever is more stringent. In addition, if leveling one end causes a larger “step” on one side of the door greater than the other side of the door or if the step is greater than 7-inches vertical , the Contractor shall provide a ramp entering the New Prefabricated HAZMAT Storage Locker while blending the grades and providing ramp blocks as needed. Ramp shall meet ADA and ABBA requirements. The ramp material shall be all weather material and skid/slip resistant. Leveling materials shall be flame resistant and shall not be made of wood.

2.3 Explosion proof interior and exterior lighting, heating, and exhaust ventilation. The heating system shall be sealed, explosion proof, and keep the interior room above 38ºF year around. The interior side of the exhaust ventilation fan will have louvers that automatically close when the fan is off and open when the fan is operating. The intake for exhaust ventilation is to be mounted no more than 12-inches above the bottom of the secondary containment sump.

2.4 Weatherproof and explosion proof lighting and ventilation switches shall be mounted on the prefabricated storage locker’s exterior wall next to the door with an exterior indicator light to show the ventilation system is on. Switches shall be mounted on the exterior wall on the doorknob side of the door within eight (8) inches of the doorknob allowing the lighting and ventilation to be easily turned on prior to opening the door. Vent and light switches shall be separate switches.

2.5 Electrical distribution panel single-phase, to be 3-wire, 120/240V, 60 AMP Load Center (NEMA 3R) with a main breaker and separate circuit breakers for the heater(s), vent system, and lighting, and one exterior 20 Amp GFCI outlet to be located on the exterior rear wall. Contractor shall install conduit and connections necessary to hook up to existing power on the site. The enclosure to be located on the back side of the New Prefabricated HAZMAT Storage Locker to keep it away from fuel dispensing that may occur in the front of the New Prefabricated HAZMAT Storage Locker. All electrical conduit, junction boxes, and panels boxes associated with the interior of the prefabricated storage locker’s electrical system shall be explosion proof. Explosion-proof switches and appurtenances are required.

Electrical connection in new prefabricated storage locker includes:

· Contractor to set (and connect) new electrical sub-panel.

· Conduit from new electrical sub-panel to the new prefabricated storage locker.

· Explosion proof seal off and junction box on the outside of the prefabricated storage locker.

· Include all utility company permits, charges, and fees.

· Patching and painting that may be required.

· All work shall be performed by qualified, licensed electricians in accordance with the National Electrical Code and Local Ordinances

2.6 Heating and ventilation shall be controlled manually by an adjustable explosion proof thermostat. The intake for exhaust ventilation shall be mounted no more than 12 inches above the bottom of the sump. Thermostat shall be initially set to automatically turn on the ventilation when the interior temperature reaches 80°F. Heat shall be initially set to automatically turn on when the interior temperature drops to 40°F. Heater shall be sized to maintain a minimum temperature of 50°F during winter conditions in Worland, Wyoming. The exterior vent switch shall “over-ride” the thermostat when turning on the ventilation system. When the ventilation switch is in the “off” position the thermostat shall control the system as described above.

2.7 Fresh air intakes shall be located just below the ceiling level on a different wall(s) than the exhaust fan. Intakes shall be a UL-listed fire damper design with removable insect screens that will allow the damper to close when exposed to fire. Fusible link to melt at 165ºF. Size the explosion proof mechanical ventilation and air intakes to provide six (6) air changes per hour and not less than 150 cubic feet per minute (CFM) of exhaust. Exhaust vent shall have louvered dampers that automatically open when the fan is in operation and close when the fan is off. Exhaust vents shall be equipped with a weather protective shroud. The exterior side of the intakes shall be equipment with hinged panels that can be positively latched in the closed position of over each intake in the winter and latch flat against the side of the building in the open position during the warmer times of the year.

2.8 Secondary containment for the hazardous material storage area. Sump shall have a minimum total capacity of at least 60 gallons or more. Vertical sump walls shall have a two-hour fire rating. The metal sump floor is not required to have a two-hour fire rating. Sump to be covered with metal or fiberglass grating that is designed to hold 100 pounds per square foot. Easily removable brackets are to be used to secure the grating in place over the sump. Grating sections shall be easily removable by two people and easily fit through the door. The weight of each section of grating shall not exceed 40 pounds. Each section of grating shall be completely framed on all sides with the frame as wide as the depth of the grating eliminating sharp edges and burrs allowing the grating to be lifted without cutting an individual’s hand. The sump shall have a drain on it that discharges to grade to allow any spill to be easily removed and allow the sump to be washed out. The sump will slope towards the drain which is located in the sump floor. The steel drainpipe shall extend to within 2-inches of the edge of an exterior wall. The discharge end of drainpipe shall be capped off with a threaded cap.

2.9 Adjustable metal shelving shall be a minimum18-inches deep with a maximum of 24-inches deep, with a 2-inch lip to contain spills on each shelf and prevent stored items from being easily displaced or tipped. Shelving shall be solid, not “grates”. The shelving and its brackets must be capable of supporting at least 50 pounds per square foot at any given location on any shelf. At a minimum, shelving shall run along the back 10-foot-long wall and shall run from “side wall” to “side wall” for a shelf length of approximately ten (10) feet. In addition, shelving shall be installed on the two sides, from the front wall to the “rear shelf” previously described. Minimum shelf vertical spacing shall be a minimum of 20” vertical separation. Three (3) shelves from floor to ceiling. The first shelf shall be 24” from the floor, second shelf shall be 20” above previous shelf, third shelf shall be 20” above previous shelf. Individual shelves shall be adjustable vertically in one (1) inch increments. Shelving unit may be free standing but shall be fastened to the wall to keep the shelving from being displaced, tipping, wobbling, and moving in any way. Wood shelving is not acceptable. Shelving material must be appropriate to store fuels and non-absorbing.

2.10 Three hour rated UL-listed, minimum width 52 inch wide single door 80 inch tall with a UL-listed fusible link door, closures, and synchronizers that will secure the door in the open position, but will allow the door to securely close in the event of a fire when temperature exceeds 165ºF. The door shall include a keyable lock in the handle. Exterior paddle locks are not acceptable. Contractor shall provide the BLM with four (4) sets of keys.

2.11 The prefabricated storage building is to be designed and fabricated so that the weight of the locker and the 100 pounds per square foot of contents stored inside are supported by steel channels welded to the building frame. The channels are to be high enough to keep the building floor and its sump off the ground. Building to also have forklift pockets facilitate lifting it and placing on site.

2.12 Four-hour rated fire wall construction for the entire prefabricated storage locker including but not limited to its walls, roof, and vertical walls of the sump.

2.13 Price for the new Prefabricated HAZMAT Storage Locker includes the cost for transportation, off-loading, electrical installation, and set up of the prefabricated storage locker at the BLM facility in Worland, Wyoming, and all fees and inspections associated with obtaining approval from all State, City, and local building code/building safety offices that have jurisdiction related to the design/construction of the prefabricated buildings in Wyoming.
