Questions/Answers in (bold/italic/red)
1. Drawing Sheet No. S0, Note 3 states that all obliterated road base materials shall be stockpiled and reused as road base or fill. The next sentence states that the stockpiled materials shall be used as base course in the construction of the new parking area. Please elaborate if this refers to the vehicle parking area and/or aircraft parking area. Yes, this refers to the vehicle overflow parking area; this does not refer to the aircraft parking apron area.
2. The amount of pulverized and stockpiled material will be much larger than the amount of fill and base material required. If the material is hauled to the Forest Service yard and then not needed, will the Forest Service want this additional material or will the contractor be required dispose of this material? All pulverized asphalt/aggregate base material from the existing apron asphalt that is hauled to the Forest Service yard will be utilized by the Forest Service for other purposes not related to this contract. The contractor will be responsible for the removal and disposal of the fill material under the pulverized asphalt/aggregate road base material.
3. Can the pulverized material be stockpiled in the construction area at the air base? Not having to double haul the material would greatly decrease the contract price. Yes, the pulverized material can be stockpiled in the construction area as stated in Note 2 on Sheet D10. The placement of the pile will be coordinated through the contracting officer.
4. Please provide a detailed description of where pulverized asphalt can be used as base material.
o Drawing D4, detail “Asphalt Parking and Road Section Detail”, 2” of pulverized material can be used in lieu of 2” of agg base.
o Drawing D5, detail “5 ft Gravel Path”, pulverized material can be used for the path.
o Drawing D6, detail “Garbage Dumpster Pad”, pulverized material can be used for the dumpster shoulder.
o Drawing D7, Notes 1 and 2, pulverized material can be used for shouldering material or 2” in lieu of agg base.
o Drawing D10, detail “Aircraft Concrete Pavement Bid Option Section”, pulverized material can be used with F1 material and for shouldering
5. Drawing D10, Detail “Aircraft Concrete Pavement Bid Option Section” shows three materials being used in the 14” layer frost free fill material. Please explain if F1 frost free fill, pulverized asphalt, or road base is required at these locations. The 14‐inch depth is made up of a combination of the processed pulverized asphalt/aggregate roadbase mixture from the existing asphalt apron and FHWA F1 material.
6. It seems like a lot of money will be spent to pulverize the existing asphalt. There will be a lot of stockpiled material. If it is not used, then money is being wasted to pulverize and haul it. If it can all be used, then why is there so much import of new base? Are you doubled up on the quantities? The quantities have not be doubled up. It is expected that there will be material that is hauled to the Forest Service yard. Note that the pulverized material will not be utilized as base material in the Base Bid and Option A. It will be utilized only as described in the question above.
