This mapping will primarily take place within the continental United States. The government intends to award one Basic Ordering Agreement (BOA) for the 2019 fire season. 1 HR Daily
B.3 STATEMENT OF WORK
Scope:
Production of geospatial data and products derived from infrared imagery delivered in a specified time frame to assist fire managers, IMTs, and Agency Administrators with updated situational awareness and operational decision support. General examples include:
• Map the perimeter of the fire, detect spot fires, calculate acres
• The entire fire or just the actively burning portions may be requested for mapping
• Individual fires could range up to 75,000 acres or possibly larger
• Provide map products for multiple fires in a single 24 hour period that may be located up to 500 miles apart
Acquisition Constraints:
• Vendors will provide VHF-AM radio and transponder (Mode C) capability to coordinate with Air
Traffic Control (ATC) and assigned tactical aircraft such as air attack, lead planes, air tankers, helicopters, etc.
• Vendor will contact Air Attack on VHF-AM frequencies on approach to the fire’s Temporary Flight Restriction (TFR), prior to commencing IR mission.
• Vendor will perform all IR missions under Instrument Flight Rules (IFR) or if Visual Flight Rules (VFR) are used then must flight follow with ATC.
• IR data will be collected from a minimum altitude of 6,000’ AGL or higher, with a Ground Sample Distance (GSD) of 4 meters or better at nadir.
• The offered solution shall be capable of performing under both day and night condition at a rate of 50,000 acres per hour or higher for not less than 3 consecutive hours.
• The solution must possess the ability to detect and differentiate 6” x 6” burning red hot coals
(600 deg C) and mitigate blooming (saturation) and false positives in the solution’s standard acquisition profile.
• Data acquisition systems shall possess positional accuracy characteristics (i.e. Inertial Measurement Unit, stabilization, metadata) which facilitate the production of American Society for Photogrammetry and Remote Sensing (ASPRS) Class 2 or better map accuracy.
Collection must support the production or resulting imagery with a minimum of 10 meter or better pixel resolution.
Data and Products Requirements
• All data and product shall conform to the applicable fire mapping standard (naming, metadata, etc.) found at the following weblink:
o https://gis.nwcg.gov/standards_agency.html o https://www.nwcg.gov/sites/default/files/publications/pms936.pdf
• Shapefiles:
o Shapefiles produced in the projection and coordinates utilized by the requisition incident or specified on the task order. When applicable, the incident will receive all* the listed shapefiles:
Heat Perimeter (polygon) Intense Heat (polygon) Scattered Heat (polygon) Isolated heat (point) *The activity of any given incident will dictate the shapefiles produced (e.g. possibly no intense heat shapefiles are present) o Shapefiles shall be packaged in a zip file to ensure all necessary files are transferred.
• KMZ/KML:
o A KMZ or KML containing all the data will be provided
• Map(s):
o Map(s) displaying all Infrared shapefiles on a topographical base map shall be produced for incident per tasking.
o Map(s) displaying collected Infrared imagery on a topographical base map shall be produced for incident per tasking.
o Map(s) are to be delivered as Geo-PDF(s) o PDF maps will be produced at 11” x 17” format
• Imagery:
o Imagery utilized to create any Geospatial data and products shall be provided in both its raw (collected) and processed (classified/interpreted) and as an imagery mosaic in lossless compression format.
o GeoTiff, or JPEG 2000 are recommended.
• IR Log:
Documentation containing details of the IR Imagery acquisition and interpretation which provides a detailed briefing on what was observed and was able to map with imagery. The IR Log should identify the main areas of fire activity and growth, any sources of heat outside the mapped perimeter; and any issues with the imagery, such as cloud cover, coverage gaps, and image quality issues.
Deliverable Distribution
• All map products are placed in the IR folder under the Incident folder on the NIFC ftp site (nifc.ftp.gov) or mutually agreed upon location for all products except imagery.
