Amendment 0003 to 12024B19Q9010
1. In Section B.2 Schedule of Items, the government has requested pricing units as hourly and daily. Can we assume that the daily rate would be paid for every day the aircraft is ordered and the hourly rate is applicable to each flight hour flown and is a payment made in addition to the daily rate?
A: Yes daily would be paid every day the aircraft is ordered.
2. In Section B.3 Statement of Work for Data and Product Requirements, the link https://gis.nwcg.gov/standards_agency.html takes you to the Geospatial Subcommittee page for NWCG. Can the contracting officer provide further information to get to the mapping standards?
A: Link: It is: https://www.nwcg.gov/sites/default/files/publications/pms936.pdf
3. In Section B.6 Invoicing and Payments, subsection b) States that invoices will include a breakdown with separate totals for mobilization, daily rate, hourly rate and per diem or overnight costs. Please elaborate as to allowable cost for mobilization and per diem. Also, will the government pay for aircraft fuel or should the contractor include fuel in CLIN pricing?
A: If the aircraft is order up and the task order is accepted by the vendor outside of the home area of where the aircraft is stationed per diem will be paid along with overnight costs. Each Task Order will have that discussed before starting the mission, Mobilization will be paid, fuel should be calculated in the hourly cost. If a circumstance occurs where fuel is paid by government (usually Region 10), we will discuss with the vendor at that time.
4. As this is a Call When Needed type contract, it can reasonably be assumed that vendors will not have the flexibility to leave aircraft sitting in the hopes that the government will call them for work.
Therefore, it is also reasonable to assume vendors will have their aircraft working on other contracts and it can be assumed that these vendors (due to the benefits of wildland fire support experience) will have these aircraft working in air attack, spotter or other such positions. How does the government intend to resolve the inherent conflict between the two needs?
A: The government will keep these IR missions separate from other Air Attack or related missions. If a call is made, there will be the ability to discuss when an aircraft is needed, how long, where, and all the other information. Considerations or conflicts will be worked with at time of need. These are agreements and therefore both parties must be comfortable with the terms of each task order. Requests will be made with the intent to have several days of time before showing up.
5. Amendments: Must be included with solicitation package; these will become part of the contract.
Return each signed.
General information: Any vendor receiving an award will have an option to accept or reject any task order request. These will be agreements and there is no penalty if the aircraft is already committed to another assignment. Task Orders, once signed by both government and agreement holder will be binding. Terms and conditions will be stated in the task order.
