Third set of Questions
1. Line locator--will the Government provide locations for all underground lines? We dig so we need to know where all lines are located.
Government response: The contractor must initiate the request, but the Gov’t will locate the underground utilities upon receipt of the request.
2. Please confirm the site conditions.
Government response: The site is asphalt surface within a fenced area, accessible by two (2) – double-wide vehicular gates. Some underground utilities exist on the site as well as overhead communication lines.
3. Will the Government want the contractor to follow a foundation plan using poured footers? It is common to dig 24" x 24" x 12" deep footers with rebar and poured concrete. If we pour 3000 # PSI, we usually cure to 2,500 PSI in 3 days. Otherwise we can use 4" solid cap pier pads or ABS (black plastic pads). The cost difference using poured footers is far greater than ABS pads. I can offer options for each on my proposal page but I wanted to know if they had any expectations. If they were to keep these buildings 5 years, they may want poured footers.
Government response: The site is asphalt. Little to no site work is required.
4. Site prep--will the Government prep the site? That is—remove vegetation, bring in a sand/clay mix and crown and compact the pad. The purpose of a pad is to prevent storm water from flowing or ponding under a building. I am assuming the site is on earth and not asphalt or concrete. Please advise.
Government response: The site is asphalt. Little to no site work is required.
5. Who is responsible for the utility connections? Utilities must be completed prior to skirting.
Government response: Contractor shall supply and install the hardware for all utility connections. However, the installation will make all utility tie-ins. Agree – While some or most of the skirting can be completed upfront, this task will not be fully completed until after the utility tie-ins.
6. Who is responsible for outside MEP Connections for the buildings?
Government response: Contractor shall supply and install the hardware for all utility connections. However, the installation will make all utility tie-ins.
