Section VI - Business Rationale
1. Provide a detailed explanation of the need for the supplies or services:
The Illinois Department of Public Health Division of Labs (IDPH-DOL) tests thousands of samples annually. A Laboratory Information Management System (LIMS), STARLIMS software is needed to efficiently manage and track laboratory data, samples, workflows, demographics, and compliance requirements, ultimately improving accuracy, productivity, and regulatory adherence. The STARLIMS system also allows for the storage and retrieval of results for the required storage time frame and allows the IDPH-DOL to meet requirements under the Clinical Laboratory Improvement Act (CLIA).
By federal law, laboratories must maintain six years of data and be able to produce it upon an inspector's demand. Otherwise, the laboratory will lose its accreditation and cannot operate. Testing hundreds of thousands of samples per year requires an electronic system to manage the data. The Department's public health laboratories have been using STAR LIMS for these purposes. The Laboratory Information Management System maintenance contract benefits the IDPH-DOL by allowing it to continue using the current STARLIMS Corporation system to meet daily testing and reporting needs.

Requesting Agency/University Illinois Department of Public Health
2. Provide a list and describe in detail the specifications required to satisfy the need:
1. Vendor will provide two-years of software, updates, and maintenance support for the IDPH-DOL's STAR LIMS database.
2. Vendor will provide maintenance support to include, at a minimum:
a. Access to a telephone hotline service to resolve emergency problems.
b. Access the STAR LIMS maintenance website to report problems 24/7.
c. New software revisions, updates, and maintenance releases.
d. Software updates are delivered via FTPS (File Transfer Protocol Secure) is an extension of the popular File Transfer Protocol or secure website download.
e. Assistance in installing software defect fixes until defects are resolved.
3. The IDPH-DOL also seeks fifty (50) days per diem off-site development help with new test development in STAR LIMS.
a. Support the removal of paper report processes for genetic sequencing results for outbreaks, antimicrobial test results, and dairy results.
3. Provide detail explaining the justification selected in Section IV to explain why the requested supplies or services are the only ones available that can satisfy the agency or university requirements?
The IDPH-DOL has to maintain compliance with the Center for Disease Control's Grant requirements to continue to receive funding.
One of those requirements is that we have a LIMS software solution tailored to meet their requirement. Significant time and resources have been invested in tailoring the STARLIMS to IDPH-DOL very specific laboratory workflows, data structures, calculations, and reporting requirements.
The combined effort of data migration, integration redevelopment, re-validation, and user training translates into significant costs and time. The cost of developing a new LIMS solution is only a fraction of the overall expense of a full replacement project for a highly customized system. The downtime during the transition and the potential for data loss or errors can also have substantial financial implications.
Without the STARLIMS software solution, we risk losing federal funding, and our labs could lose their certification. Furthermore, the CDC has warned about the potential loss of funding if we fail to update our current system to include support for genetic sequencing results for outbreaks and anti-microbial and dairy test results.
4. What are the unique features of the supplies or services that are not available in any other product or by any other vendor? Provide specific quantifiable factors/qualifications:
STARLIMS Corporation in 2015 partnered with the Centers for Disease Control and Prevention and Illinois Department of Public Health Laboratories to develop a highly specialized application for electronic reporting of bio-terrorism test results for anthrax, plague, tularemia, smallpox, and other bio-terrorism organisms. This application is crucial as the CDC bio-terrorism reporting is across a national network involving reporting and security applications. The specialized application is checked "pinged" daily to ensure functionality. CDC follows up on any network service interruptions or application breakdowns and STARLIMS Corporation within hours.
Access to the STAR LIMS code is critical to the Department's emergency preparedness efforts for detecting and tracking bio-terrorism.
STAR LIMS software is written in a proprietary language, "STARLIMS Scripting Language (SSL)." Updates to the software and troubleshooting of applications within the software require STARLIMS Corporation personnel. STARLIMS Corporation holds an exclusive position as the sole provider of licenses and maintenance for its product; there are no resellers. The software and updates, crafted in the proprietary language STAR LIMS Scripting Language (SSL), are uniquely available only from STARLIMS Corporation.
5. Has the Agency or University considered alternative supplies or services to satisfy their need? Yes No

5a. If no, why weren't alternatives evaluated?
A LIMS (Laboratory Information Management System) RFP from IDPH-DOL was awarded to Horizon, Inc. on 7/2021(20-482DPH-INFOT- P-28130). The State of Illinois terminated contract 10/2022 due to Horizon's inability to provide LIMS components that the lab requires for patient reporting. Many of the lab's current functions with STARLIMS were unavailable or considered outside of scope with Horizon.
Lab management and DoIT deemed the product would not work and decided to terminate the contract.
B-12849 was published on 2/10/20 and opened on 4/23/20. RFP was awarded to Horizon in 7/2021 and terminated in 10/2022.
B-9129 was published 7/9/19, opened 11/22/19. There were six proposals. All were deemed non-responsive.
B-2166 was published 4/4/19, opened 6/21/19. There were four proposals. All were deemed non-responsive.
On March 14, 2025, the Illinois Department of Information and Technology (DOIT) published a new RFP, Bid Solicitation: 25-448DOIT- ADMIN-B-46893. This bid is a possible replacement for the existing LIMS used by IDPH-DOL, and if it meets IDPH's needs, the department will transition to the new system.
6. Are there resellers or distributors?
Yes No N/A
7. What efforts were made to get the best possible price (i.e. did the agency/university negotiate) and how did you determine the price for this purchase is considered fair and reasonable?
• The annual license fee for FY25 - FY26 AMP license: $162,430.56 which is 4.9% higher than the FY24 - FY25 fee.
• The annual license fee for FY27 AMP license: $170,522.09 which is 4.9% higher than the FY25 - FY26 fee.
• Off-site consultant support (50 days): $82,500.00 ($1,650/day) or $206.50 a 11% reduction in prices for FY24 - FY25 fee.
Rates align with market pricing for enterprise software maintenance and specialized IT consulting ($200–$300/hr range). The agency considers these rates fair and reasonable based on prior contracts and comparable services.
8. Will this purchase obligate the State to this vendor for future purchases such as maintenance, licensing or continuing need?
Yes No
9. What will be the financial or other impact to the State if this sole source is not approved and a competitive bid is required?
Without IDPH-DOL's STAR LIMS software in place, the loss of federal funding would impact IDPH and the other grant partners and potentially cause our labs to lose their certification.
The IDPH-DOL can not use this product without an annual license contract. With it being the only lab information system used by the lab for environmental and clinical testing, all result reporting and data management would revert to manual processes. This would increase the need for clerical and testing support, delay turnaround time for test results, and impact the State's ability to respond to infectious and communicable disease outbreaks. It would financially impact the State by increasing staffing needs in the lab and with external partners and delaying outbreak testing responses, directly affecting Illinois citizens' health and wellness. The potential increase in overall illness and hospital admissions could allow certain diseases to spread without fast diagnosis (for example, the current measles outbreak) and increase the financial burden on the entire system. This would impact programmatic staff handling contact tracing, local health departments handling disease treatment and isolation, and other agencies responding to the outbreak.

Q2Answer: 1.
Q3Answer: The IDPH-DOL has to maintain compliance with the Center for Disease Control's Grant requirements to continue to receive funding.
Q4Answer: STARLIMS Corporation in 2015 partnered with the Centers for Disease Control and Prevention and Illinois Department of Public Health Laboratories to develop a highly specialized application for electronic reporting of bio-terrorism test results for anthrax, plague, tularemia, smallpox, and other bio-terrorism organisms.

| Q5aAnswer: A LIMS (Laboratory Information Management System) RFP from IDPH-DOL was awarded to Horizon, Inc. on 7/2021(20-482DPH-INFOT-P-28130). |

On March 14, 2025, the Illinois Department of Information and Technology (DOIT) published a new RFP, Bid Solicitation: 25-448DOIT-ADMIN-B-46893. This bid is a possible replacement for the existing LIMS used by IDPH-DOL, and if it meets IDPH's needs, the department will transition to the new system.
Q5bAnswer: Vendors that submitted proposals on the RFP had issues meeting the mandatory criteria. Some required items had to be changed to open the process to allow for more proposals. Horizon was awarded the RFP in 2021 and subsequently terminated in 2022.

| Q9Answer: Without IDPH-DOL's STAR LIMS software in place, the loss of federal funding would impact IDPH and the other grant partners and potentially cause our labs to lose their certification. |
