About this file

This document is a comprehensive contract checklist for state and local government contracts issued by the Oklahoma Management and Enterprise Services (OMES) Purchasing Division. The checklist provides a detailed framework for preparing and reviewing solicitation documents, covering 27 key elements that must be addressed when developing a government contract opportunity. The document offers guidance on critical aspects such as solicitation number, issue date, bid response due dates, administrative review timelines, and specific requirements for different types of contracts, including those involving information technology, sensitive data, and agency-specific terms.

The checklist emphasizes the importance of thorough documentation, including evaluation criteria, pricing structures, financial statements, business references, and potential value-added services. It provides a systematic approach to ensuring that all necessary components are included in the bid package, with specific instructions for handling alternate bids, contract terms, and agency-specific requirements. The document serves as a comprehensive template for standardizing the contract solicitation process, with provisions for customization based on the specific needs of the contracting agency and the nature of the goods or services being procured.
