About this file

This document contains a Request for Information (RFI) and draft Statement of Work for an electric power generation training services contract with the Department of State. The contractor will provide classroom and hands-on laboratory instruction to DoS facility managers and locally employed staff from embassies on fundamentals of power generation, including generator equipment operation and maintenance, load determination, and safety. For the classroom portion, the contractor must supply all audiovisual equipment and teaching materials. For the laboratory, the contractor will furnish all necessary working generator equipment, tools, meters, and a load bank to demonstrate concepts, though only one meter is required for students to share.

PA524 Electric Power Generation Fundamentals for Facility Managers Q & A

Section 4.0 Specific Course Requirement/Tasks Question: Maintaining, troubleshooting, and repairing emergency generator sets operating as single units equipped with or without a control panel (without a panel implies genset controls located in separate switchgear; perhaps paralleled? What are we actually looking to achieve?)

Answer: For the purposes of this class, just the controls on the generator not multiple generator systems controls.

Section 4.0 Specific Course Requirement/Tasks Question: Properly recognizing generator actual and apparent power loading (again this concern typically deals with paralleled gensets. Is this FUNDAMENTAL course expected to delve into paralleling?)

Answer: No, the intent is to see the actual load vs the perceived load – Vendor needs to show students how to determine the load.

Section 2.0 Scope of Work Question: The contractor shall provide all labor, supplies, tools, materials, and equipment necessary to provide the training. (I was involved with the COE Class #105 ‘Acceptance of Diesel Gensets’ based out of Huntsville for many years. As an OEM rep, we provided two rental gensets (one acting as utility), a rental transfer switch, and a load bank for the lab portion of the class. Is that the kind of equipment you’re looking for?

Answer: Yes

Section 4.1.2 Contractor Facility, Tools & Equipment Question: The Contractor shall provide classroom equipment with teaching aids such as TV, DVD, computer, projector, compatible software and whatever the Contractor deems necessary. The Contractor shall provide a laboratory equipped with all working generator equipment. All required tools and equipment for the execution of the laboratory hands on shall be furnished by the Contractor. (Are you expecting the contractor to provide meters for every student? Typically a lab will have one meter to be used in turn by each student or group of students?)

Answer: One meter to show the students how it works.
