About this file

This document is a user guide for the Wisconsin Department of Corrections' camera procurement contract under RFB CKS-10064, which includes ten awarded contract vehicles. The participating vendors are AA Security, ACP CreativIT LLC, Bluum of Minnesota LLC, Complex Security Solutions Inc, Focus Camera LLC, Hunter Surveillance Systems LLC, Inter-Pacific Inc, Toepfer Security Corp, and Van Cleve & Associates. Video & Sound Service Inc was initially awarded a contract but was removed at the vendor's request on July 29, 2025.

The contracts cover surveillance cameras, body-worn cameras, and vehicle-mounted camera equipment for the Wisconsin Department of Corrections. The procurement process follows a competitive bidding approach where the agency documents equipment requirements aligned with their standards, distributes specifications to all contracted vendors with a two-day response deadline, and awards purchases to the lowest bidder. After selecting the winning quote, the agency creates purchase orders and shares all bid amounts with participating vendors for transparency. The contracts operate as multiple award vehicles, allowing the state to obtain competitive pricing on camera equipment purchases through this established vendor pool.
