About this file

This document is a contract user guide for Wisconsin State Department of Administration's Non-IT Temporary Help Services contract (505ENT-M24-TEMPHELPSV-00), effective March 23, 2024 through March 22, 2025, with four one-year renewal options extending through February 28, 2029. The contract is mandatory for Wisconsin state agencies including University of Wisconsin System campuses, and cooperative for Wisconsin municipalities. Twelve vendors were awarded contracts across eight Wisconsin regions, including 22nd Century Technologies (MBE), ATA Services, Genesis10, Premier Staffing Source, Personnel Specialists LLC, Rose International (MBE), Sigma Systems, Sophus IT Solutions, Health Advocates Network, Tryfacta (MBE), and Vinsys Information Technology.

The contract provides clerical, food service, and light industrial temporary help services through a not-to-exceed hourly billing rate structure that varies by position level and region, with rates negotiable downward on a case-by-case basis. Services are awarded across three lots (Lot 1: clerical positions, Lot 2: food service positions, Lot 3: light industrial positions) with regional coverage varying by vendor. Key pricing provisions include overtime at 1.5 times the contracted rate with prior approval, state mileage reimbursement for authorized travel, and a one-time fee for 48-hour rush placements. Purchase orders are required for engagements exceeding $5,000, and a cost-benefit analysis is mandatory for state agency expenditures over $50,000. The contract accepts state purchasing cards and includes minority business enterprise (MBE) set-asides, with three MBE-certified vendors among the awardees.

Scope The State of Wisconsin, Department of Administration, has created this contract for the purchase of clerical and labor temporary help services. The awarded vendors will provide Statewide temporary help services on an as-needed basis for State of Wisconsin Agencies including University of Wisconsin System campuses and eligible participants in the State of Wisconsin’s cooperative purchasing service. This Contract is mandatory use by State Agencies. Authorized municipalities may optionally utilize the Contract.

Pricing Lots were awarded on the basis of class/lot totals by region. See Wisconsin Regions Map document for a map and list of counties in each region. Each region is a tab on the Cost Sheet.

· The Cost Sheet contains pricing for each Position Level in each region by awarded vendor. Pricing is a not-to-exceed hourly bill rate. This is the maximum rate that may be billed to the State for each position, but bill rates may be negotiated lower by contracting Agencies on a case-by-case basis.

· See Job Title Descriptions document for job descriptions for each position level.

· If an additional job title is needed that falls within the clerical, food service, or light industrial categories, contact Kristina Harris to determine if it can be added to the contract.

· Overtime MUST be approved by the Agency contact prior to being worked and shall be billed at 1.5 times the contracted Bill Rate.

· Mileage for authorized travel from headquarters/starting work location to other location(s) during the workday shall be paid at the State mileage rate (https://dpm.wi.gov/Pages/HR_Admin/Class-and-Comp-HR-Admin.aspx - see current Pocket Travel Guide for rates). All travel must be preapproved by the Authorized User. If a billing dispute should arise concerning miles traveled, the shortest route suggested by Google Maps (directions feature) may be used to validate distance traveled.

· If a requester is in need of a position to be filled within a 48-hour timeframe, a one-time fee as noted in the Cost Sheet can be applied to the total cost of the service. This fee can only be applied if the 48-hour fill rate is completed with personnel that meets and fulfills the skill level and time requirements of the position.

How to Acquire Temporary Help Services

Determine the Appropriate Job Classification The “Job Title Descriptions” attachment on Vendornet provides a list of sample duties as a guide for each job classification. Authorized Users may assign other similar duties.

Identify the Region of Assignment Refer to the “Wisconsin Regions” attachment on Vendornet. For onsite services, Authorized Users will choose the Region where the services are required. For remote work, Authorized Users will choose the Region in which they are located. Contracted Personnel do not need to be located in the State of Wisconsin, but they do need to be located in the United States.

Identify Contractors that Offer Services for that Region Refer to the “Cost Sheet” on Vendornet.

Select a Contractor Submit your request to at least one (1) Contractor awarded for that Region. Requests may be made via the “Request for Services” (RFS) form attachment on Vendornet, email, or telephone call to the vendor. Contact information for service requests is posted to Vendornet in the “Vendor Contact List.” The RFS form is not mandatory but it is helpful for both the Authorized User and the Vendor. Please fill out any Vendor feedback at the bottom of the form and submit to Kristina Harris at kristina.harris@wisconsin.gov.

Authorized Users may request services from one (1) Contractor or solicit quotes from multiple Contractors to facilitate competitive rates.

The Contractor(s) may suggest a different job classification based on the duties provided in the request. It is the Contractor and Authorized User’s responsibility to establish the appropriate job classification.

Determine Billing Rates Rates shall not exceed what is listed on the “Cost Sheet” attachment; however, a lower bill rate may be negotiated between the Authorized User and Contractor. In such case, that rate shall remain firm for the entire engagement.

It is the Authorized Users responsibility to verify that they are receiving the agreed upon billing rates.

Place an Order The Authorized User and Contractor will have mutually agreed upon the information provided before work commences.

In accordance with the State Procurement Manual § PRO-408, a purchase order is required prior to services beginning unless the cost for the entire duration of the engagement is less than $5,000.

Authorized Users are responsible for placing their orders with the Contractor.

Additional personnel duties may be added during the duration of the engagement if the Authorized User and Contractor mutually agree upon such duties in writing prior to the start of new duties.

Services that Exceed $50,000 State Agency users of this Contract must complete a CBA for an expenditure of more than $50,000. Please refer to State Procurement Manual § PRO-205 for policy and instructions.

Post Order Customer Service Contractor shall contact the Authorized User within thirty (30) minutes after the Contracted Personnel’s scheduled starting time on the first day to confirm the individual’s arrival, and at the end of the first day of the assignment to discuss matters related to the individual’s work.

The Contractor shall provide the Authorized User a single point of contact (and a backup) to handle questions and resolve problems that arise.

Questions/Comments/Complaints/User Feedback Please direct any questions, comments, complaints to the state contract manager. Feedback will help to address and correct immediate issues and to prepare for future solicitations in a manner that will benefit the end users of this contract and the State of Wisconsin.
