About this file
This is a Notice of Proposed Sole Source Procurement issued by the Sandy Suburban Improvement District in Utah for the acquisition of specialized sanitary sewer inspection equipment. The District intends to procure one closed circuit television inspection system from Dawson Infrastructure Solutions, comprised of IBAK inspection equipment, an E 450 chassis, a 16-foot inspection van, cameras, cables, tractors, reels, and related proprietary accessories. The notice period runs from July 14 through July 28, 2026, with a deadline for comments and contests on July 29, 2026 at 10:00 a.m. The earliest date for purchase authorization is July 30, 2026. The District is not accepting competitive bids, quotes, or proposals; interested parties may only submit written contests with detailed justifications and alternative sourcing documentation if they dispute the sole source determination.
The estimated total procurement cost is approximately $390,561.17 for the complete HD Mainline Inspection system. The District has justified the sole source procurement based on compatibility with its existing IBAK proprietary equipment and software, significant existing inventory of compatible components accumulated over more than ten years of operations, existing staff training and expertise specific to IBAK systems, established repair training and tooling infrastructure, and the unreasonable transitional costs associated with training personnel on alternative systems. The District notes that existing equipment and rental alternatives are available for emergency use. Interested parties contesting this procurement must submit written challenges to Kevin Mills, Fleet Manager/Procurement Officer, at the District office address or via email at bids@ssidut.gov on or before the deadline, with failure to contest by this date precluding any future challenge.

SANDY SUBURBAN IMPROVEMENT DISTRICT
NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
THIS IS NOT AN INVITATION FOR QUOTES, COMPETITIVE BIDS OR PROPOSALS
The Utah Code and the Procurement Policy of the Sandy Suburban Improvement District (“Sandy Suburban” or “District”) provide that sole source procurements may be used under limited circumstances such as: (a) there is only one source for the procurement item; (b) transitional costs are a significant consideration and a cost-benefit analysis demonstrates that the award to a sole source is in the best interest of Sandy Suburban; or (c) circumstances render a standard procurement process impractical and not in the best interest of Sandy Suburban.
The Procurement Officer of the Sandy Suburban has received a request to make the following sole source procurement and gives public notice of the same. The purpose of this notice is to provide public notice as required by law and to determine whether there are other interested and qualified vendors that meet the requirements of Sandy Suburban for the proposed sole source procurement.
Product and/or Service To Be Purchased: One Closed Circuit Television Inspection Systems utilized for sanitary sewer system inspections including highly specialized proprietary digital inspection equipment, proprietary software, truck chassis, box, cameras, cables, tractors, reels, and all related equipment.
Notice Duration: July 14 through July 28 2026
Proposed Sole Source Supplier: Dawson Infrastructure Solutions
Estimated Total: Approximately $390,561.17 for one HD Mainline Inspection system complete with IBAK Inspection Equipment, E 450 Chassis, 16’ Inspection Van, Accessories and Appurtenances.
Sole Source Justification: For the following reasons, the District has determined this purchase will utilize the sole source procedures authorized by the Utah Procurement Code:
· The District’s current television inspection system is comprised solely of IBAK proprietary equipment, all of which is compatible with and can be utilized with the new systems.
· The District currently owns a significant amount of IBAK proprietary inventory, all of which is compatible with and can be utilized with the new equipment. This District does not have any other inventory.
· The IBAK proprietary software can be immediately installed on the existing District television inspection systems and used to operate the existing equipment pending acquisition of new systems.
· District staff (operators and maintenance personnel) is already trained and familiar with IBAK proprietary equipment and proprietary software and the transitional costs of training staff on another system is unreasonable and cost prohibitive.
· Equipment operation and training is an extensive part of the District’s investment in this equipment and has been ongoing for more than ten (10) years.
· Equipment repair training, extensive repair training and tooling for the IBAK inspection system is also a significant factor.
· Existing equipment and compatible rental equipment is readily available for use in the event of an emergency or is otherwise needed.
