About this file

This is a Public Notice issued by the Pinellas Suncoast Transit Authority (PSTA) announcing an upcoming Request for Proposals (RFP) for Mobility on Demand services. PSTA is soliciting qualified contractors to provide on-demand mobility services supporting five existing programs: Mobility on Demand (MOD), Direct Connect, Transportation Disadvantaged (TD) Late Shift, TD Tampa Bay, and Healthy Hop. These programs serve riders with disabilities and/or low-income individuals in Pinellas County and neighboring counties. The notice indicates that PSTA has been developing and implementing innovative on-demand programs since 2016 to improve mobility for Pinellas County residents. Contractors selected through this solicitation will be required to deliver curb-to-curb ambulatory and wheelchair-accessible services, integrate with PSTA's Spare Labs platform, and support shared ride capability to meet National Transit Database (NTD) reporting requirements. No specific response deadlines, bid submission dates, site visits, or contract term details are provided in this preliminary notice. Interested parties are directed to contact David Hensler at dhensler@psta.net for additional information.

The notice does not specify pricing terms, budget allocations, funding sources, set-asides for minority-owned or small businesses, or incumbent contractor information. As a preliminary notice rather than a formal solicitation, detailed evaluation criteria, qualification requirements, contract duration, renewal options, and other operational specifics have not yet been disclosed. All contractors must comply with applicable federal, state, and CTD (Community Transportation Disadvantaged) regulations. The programs operate under a rider choice model wherein trips are not assigned to providers by PSTA, indicating a competitive service delivery structure.
