PURCHASE DESCRIPTION
FOR
GPS Rubidium Receiver
23E-561A-RF
1. SCOPE: AFMETCAL is seeking to purchase a GPS Rubidium Receiver for its Precision Measurement Equipment Laboratories (PMELs) and Air Force Primary Standards Laboratory (AFPSL). The GPS Rubidium Receiver shall be used in the calibration of items with internal oscillators. The GPS Rubidium Receiver must be complete and fully operational. It shall include all cables & adapters necessary and meet all the specifications listed in this purchase description.
2. PERFORMANCE REQUIREMENTS:
2.1. Time Base: GPS Rubidium Receiver shall consist of a Rubidium time base steered by the global positioning system (GPS).
2.2. Frequency: The GPS Rubidium Receiver shall provide a minimum of five 10 MHz outputs. It shall have a minimum of one 1 MHz output. It shall have a minimum of one 5 MHz output. It shall have a minimum of 1 pulse per second (pps) output.
2.3. Uncertainty: The 10 MHz Frequency Output Accuracy after 24 hour warm-up shall be ≤2xE-12 when locked to GPS signal averaged over 24 hours.
2.4. Antennae: GPS Rubidium Receiver shall come equipped with an Antennae and at least 75 feet of coaxial cable to connect it to the unit.
2.5. Hold-Over Mode Rubidium Drift Rate: ≤ 5 x 10-11 per month
3. FUNCTIONAL REQUIREMENTS:
3.1. Automate Control: The GPS Rubidium Receiver shall have capability to automatically lock onto the GPS network with minimal to no user input.
3.2. User Interface: The GPS Rubidium Receiver shall be front panel controllable.
3.3. Special Hardware/Software/Licenses Requirements: Any special equipment, fixtures, tools, standards, etc., required for the calibration and verification and are not common to the PMEL must be supplied with the GPS Rubidium Receiver. Units that fail calibration/verification and are recommended to be aligned or adjusted, either manually or using an automated alignment/adjustment software, the special hardware, manual instructions, software, software instructions and software license (where required by the manufacturer and shall be valid for the life of the instrument) needed to perform the alignment/adjustment process shall be included with the GPS Rubidium Receiver. A list of peripheral support equipment required to accomplish the calibration/alignment/adjustment of the unit must be provided with the GPS Rubidium Receiver.
3.4. Display: Front Panel of unit shall clearly indicate if a GPS lock exists.
4. PHYSICAL/MECHANICAL REQUIREMENTS:
4.1. Physical Size: The GPS Rubidium Receiver itself shall be designed for mounting in a standard 19 inch EIA electronic equipment rack. The depth of the item from the back of the front panel shall not exceed 22 inches.
4.2. Power Cord(s): Each component of the GPS Rubidium Receiver requiring connection to power shall be supplied with a power cord that is at least 6 feet long.
4.3. Power: 120 VAC ±10%, 60 Hz ± 3%
22E‐561A‐RF, Rev 4, October 26, 2022
4.4. Weight: ≤ 50 lbs.
4.5. Operating Temperature: 22.8°C ± 3.3°C
4.6. Operating Humidity: 20 to 50%.
5. UNCERTAINTY ANALYSIS: The total Absolute Uncertainty for all functions shall be the worst case Root-Square-Sum of Reference Standard absolute uncertainty, standard-deviation, stability, temperature/power coefficients (where applicable), all other system Type A and all other system Type B uncertainties are displayed in terms of Coverage Factor of two (k=2). All sources of uncertainty/error shall be included in the analysis. Any contractor caveat conditions or requirements to meet/perform an Absolute Uncertainty Analysis shall be clearly identified and documented by the contractor.
6. FIRMWARE: When firmware or software upgrade is anticipated by the manufacturer during the life of this contract, the contractor shall contact AFMETCAL for approval. If AFMETCAL concurs with the proposed upgrade the GPS Rubidium Receiver delivered under this contract shall be updated to this upgrade and documentation detailing changes will be provided. All firmware or software provided under this contract shall be at the same version, revision and revision date at the completion of the contract.
7. LICENSING: Where licensing issues apply to any part of the GPS Rubidium Receiver, such licensing and associated documents shall be obtained and provided by the contractor. Licenses shall not contravene federal law, federal procurement regulations, or the requirements of this acquisition.
8. TESTING: This item shall be inspected and tested at destination, as specified elsewhere in this contract. This item shall be checked with test equipment with parameters equal to or better than those required to assure that specified performance requirements are met. Test equipment used shall have first echelon certification directly traceable to a National Metrology Institute or other AFMETCAL approved equivalent laboratory when required. Tests shall be performed to assure the item meets the requirements of this purchase description. Such testing at destination does not relieve the contractor of performing all inspections and quality checks at the point of fabrication, as specified elsewhere in this contract, or as necessary, to ensure performance, as specified herein. In addition to all elements of this purchase description, all commercially published components provided with this system must, as a minimum, satisfy their commercially published performance specifications (and must be provided by the contractor).
9. Environment, Safety, and Operational Health: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.
