About this file
This is a Request for Proposals (RFP) issued by the City of Fargo, North Dakota, for the procurement and deployment of a multimodal 3D LiDAR vehicle and pedestrian detection system across seven signalized intersections on 52nd Avenue S. The system must detect and classify vehicles, pedestrians, bicyclists, motorcycles, buses, and trucks while providing real-time traffic actuation, safety analytics, and remote monitoring capabilities. The seven intersection locations are: 45th Street S, 42nd Street S, 38th Street S, 31st Street S/Timber Parkway S, 25th Street S, Bishops Boulevard S, and University Drive S. Proposals are due by April 17, 2026, at 11:30 AM CDT through the Bonfire platform. The selected vendor will be notified of the award at the City Commission meeting on April 27, 2026, with a Notice to Proceed issued on April 28, 2026. Questions regarding the solicitation should be directed to Jeremy Gorden, PE, PTOE Division Engineer, at jgorden@fargond.gov.
The RFP requires vendors to submit comprehensive proposals including all hardware, software licensing, configuration labor, and a minimum three-year warranty and support plan. Pricing must be itemized per intersection and broken down by hardware costs, software and licensing fees, configuration labor rates, optional analytics packages, and annual support and operations and maintenance charges. The sensing technology must include 3D digital LiDAR sensors with 360-degree horizontal field of view, minimum 40-degree vertical field of view, 60-meter detection radius, IP68/IP69K ingress protection rating, and reliable operation in adverse weather conditions. The system must integrate with existing traffic signal infrastructure via NTCIP, SDLC, and dry-contact outputs while utilizing edge-based AI processing and a secure cloud analytics platform with role-based access controls and TLS 1.2+ encryption. All components must meet Build America/Buy America certification, NDAA compliance, and NEMA TS2 system-level certification. Evaluation will be weighted with 60 points allocated to technical requirements (compliance, detection accuracy, integration capabilities, weather robustness, analytics quality, and support availability) and 40 points to total cost of ownership, for a combined total of 100 points.

Multimodal 3D LiDAR Vehicle & Pedestrian
Detection System for Seven Signalized Intersections
Purpose of Request
The City of Fargo seeking quotes from qualified vendors for the procurement of a 3D LiDAR based multimodal detection and analytics system to be deployed at seven (7) intersections on 52nd Avenue S in the City of Fargo include:
- 45th Street S
- 42nd Street S
- 38th Street S
- 31st Street S/Timber Parkway S
- 25th Street S
- Bishops Blvd S
- University Drive S
The system must provide vehicle, pedestrian, and bicyclist detection, traffic actuation, safety analytics, and real-time monitoring, supporting our goals for multimodal safety, operational efficiency, and data driven decision-making.
The desired system shall incorporate 3D digital LiDAR sensors, edge-based AI perception, and a cloud-enabled analytics platform, delivering a unified solution for both real-time actuations and historical analytics.
General Instructions
Proposals shall be submitted through Bonfire by 11:30 AM CDT, Friday, April 17, 2026. Any questions or comments regarding this solicitation should be submitted to Jeremy Gorden at jgorden@fargond.gov.
Please provide point of contact information on page 4 of the Vendor Information Form.
Notice to Proceed
The Contractor that is selected having the best proposal will be awarded the project at the City Commission meeting to be held on Monday, April 27. A ‘Notice to Proceed’ will be sent out Tuesday, April 28.
Special Instruction to Proposers
1. System Requirements
1.1 Sensing Technology
The proposed solution must use 3D digital LiDAR sensors capable of:
• Full 360° horizontal field of view and a minimum 40° vertical field of view.
• Minimum detection radius of 60 m (~200 ft) for all detected road users.
• Reliable operation in adverse weather including rain, snow, and low light conditions.
• Ingress protection rating of at least IP68/IP69K for long-term durability.
