About this file

This is a Request for Proposals (RFP) issued by the Metropolitan Water District of Salt Lake & Sandy (Metro Water) for the procurement, implementation, and ongoing support of a Laboratory Information Management System (LIMS). The laboratory, located in Cottonwood Heights, Utah, is a NELAP-accredited environmental testing facility that processes approximately 3,300 samples monthly with 6 staff members, focusing on drinking water testing and microbiological analysis. The RFP was issued on July 6, 2026, with a proposal submission deadline of July 27, 2026, at 5:00 PM MST. Vendor demonstrations are scheduled for the week of August 3, 2026, with anticipated award notification on August 14, 2026, and board approval on August 17, 2026. The target contract start date is August 21, 2026, with a target go-live date of December 1, 2026. The selected vendor must provide a fully configured and tested LIMS installation (cloud-hosted/SaaS preferred), system integration with laboratory instruments and enterprise systems, user acceptance testing support, staff training across all roles, validation documentation for NELAP accreditation audits, and ongoing technical support and maintenance. All submissions must include an executive summary, technical proposal addressing all requirements, completed requirement response matrix, implementation plan and timeline, vendor qualifications with minimum three NELAP laboratory references, pricing proposal, and sample contract with Service Level Agreements.

The RFP establishes a comprehensive evaluation framework weighted 50% on functional and technical requirements, 20% on vendor qualifications and references, 20% on implementation/training/support, and 10% on pricing for a five-year total cost of ownership. Vendors must demonstrate minimum five years of experience implementing LIMS solutions in environmental laboratories with at least three current NELAP-accredited installations and U.S.-based technical support staff. Pricing must include software licensing, implementation fees, validation documentation, training, hardware costs, integration development, and annual maintenance and support for years 1-5, with price increases capped at 3-5% or CPI, whichever is lower. The contract requires vendor provision of a sample contract and SLA that ensure Metro Water retains data ownership, vendor provision of data export in open formats upon termination, compliance with 24-hour data breach notification requirements, annual security audit rights, a minimum two-year warranty, and 90-day termination for convenience or immediate termination for material breach provisions. The LIMS must achieve full compliance with all mandatory requirements in the TNI 2016 Standard for Accreditation of Environmental Laboratories and support integration with multiple instruments and software systems including Agilent, Shimadzu, Thermo Fisher Scientific, and Metrohm analytical equipment.

1. Introduction and Background

1.1 Purpose

Metropolitan Water District of Salt Lake & Sandy (Metro Water) is soliciting proposals from qualified vendors for the procurement, implementation, and ongoing support of a Laboratory Information Management System (LIMS) for its laboratory (the Laboratory). The selected LIMS must fully support the Laboratory's operational workflows and, critically, must enable compliance with the TNI Standard for Accreditation of Environmental Laboratories, 2016 Edition (TNI 2016 Standard) as required for our NELAC Institute (TNI) accreditation under the National Environmental Laboratory Accreditation Program

(NELAP).

This Request for Proposals (RFP) defines the functional, technical, and regulatory requirements that the proposed LIMS must satisfy. Vendors are expected to provide detailed responses demonstrating their system's capabilities, implementation approach, pricing, and ongoing support model.

Terms used but not otherwise defined in this RFP have the meanings assigned to them in the Glossary (Appendix C).

1.2 Laboratory Overview

The Laboratory is a NELAP-accredited environmental testing laboratory holding accreditation in the following matrices and analyte groups:

• Drinking Water (Safe Drinking Water Act matrices) The Laboratory processes approximately 3300 samples per month and employs 6 staff members. About 50% of the samples received are for microbiological testing.

1.3 Accreditation Context

The Laboratory holds accreditation under NELAP, administered by the state of Utah. Our accreditation requires full alignment with the TNI 2016 Standard, which consists of:

• Volume 1: Management and Technical Requirements for Laboratories Performing Environmental Analysis

• Volume 2: General Requirements: Competence of Testing and Calibration Laboratories (ISO/IEC 17025:2005-based)

• Module 2: Quality Systems All LIMS functionality described in this RFP must be evaluated against these requirements. Mandatory requirements are non-negotiable; failure to meet any mandatory requirement will result in disqualification of the proposal.

Metro Water’s RFP does not obligate the Metro Water to award any contract or to pay any costs incurred in the preparation of a proposal, interview, or associated materials.

Metro Water is subject to the Utah Government Records Access and Management Act, Title 63G, Chapter 2 of the Utah Code (GRAMA). If a vendor claims any portion of its proposal contains proprietary information, it is responsible for understanding and implementing any protection provided by GRAMA, including Section 63G-2-309, as that section may be amended. Metro Water will not be bound by any instructions or watermarks, stamps, or similar designations contained in a proposal, but rather, will only be governed by GRAMA and Metro Water’s GRAMA regulations. 9. Contract Terms and Conditions Vendor shall supply a sample contract and SLA. Such contract and SLA (as applicable) shall contain the following provisions:

• Ownership of all data and configurations always remains with the Metro Water

• Vendor must provide data export in open, non-proprietary formats upon contract termination

• All data must be available for regulatory audit and legal discovery

• Vendor must notify Metro Water of any data breach within 24 hours of discovery

• Metro Water retains the right to audit vendor security practices annually

• A warranty period of at least 2 years

• If Vendor receives notice of a defect or non-conformance during the warranty period, Vendor will, at its option, repair or replace the affected Product, including labor, shipping and handling, LIMS RFP Page 20 of 29 training, and any other costs associated with repair or replacement. Vendor will pay expenses for return of such Product to Vendor and for shipment of the repaired or replacement Product.

• In the event the LIMS does not function as warranted and is not repaired or replaced within 21 business days after notice to Vendor, Vendor will reimburse Metro Water for reasonable costs of replacing the LIMS, including labor for removal and installation.

• Termination for convenience: 90-day notice by either party; termination for cause: immediate upon material breach

Metro Water shall be the sole determiner of the acceptability of any contracts or SLA. Please see Utah Code Section 63G-6a-1203 for provisions that are void and unenforceable and will not be accepted by Metro Water, and note certain provisions that are required by law to be included (see Utah Code §§ 63G- 12-302, 63G-27-201).

After the selection process is complete, Metro Water will either enter into the provided contract / SLA with the top-ranked vendor (if acceptable to Metro Water) or negotiate changes to the contract / SLA with the top-ranked vendor. If any such negotiations are not successful, Metro Water may award the contract to, or negotiate with, the second highest-ranked vendor.
