About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for the National Institutes of Health (NIH) Clinical Center's Sterile Processing Section. The agency is seeking to purchase Steris EndoDry Cabinets for storing and drying flexible endoscopes, with the goal of reducing bacterial growth and improving scope processing support. The NIH Nursing Department currently owns one cabinet and wants to add five more, citing Steris as the only manufacturer that meets their specific requirements, including the use of instrument air for drying and the ability to set expiration dates for scope storage.

The acquisition is a one-time purchase of supplies/equipment with a firm-fixed-price contract. Market research confirmed no other cabinet meets the department's needs, and the existing infrastructure is already prepared for these specific cabinets. The procurement is aimed at optimizing patient safety by ensuring thorough drying of medical scopes and minimizing infection risks. The document indicates the department conducted a comprehensive review in 2017 that led to centralizing sterilization services and identified the need for these specialized drying cabinets to maintain high standards of medical equipment processing.

location was possible; and 3) assess whether centralization would improve the level of customer service, confidence in the validity of the HLD or sterilization, and reduce processing turnaround time.

A review was conducted through inspections of all locations in question, on-site interviews with staff, and shadowing staff both to observe process and evaluate current time spent on each activity. Data analysis and modeling was performed to assess the equipment, and staff needs across various centralization options.

After completion of the review, the decision was made to centralize all HLD and sterilization to a single location. This centralization created the consolidation of scopes from all departments that use flexible scopes. The sterile processing section opened in January of 2024 and has since stored over 100 scopes in hepa filter cabinets, however those cabinets do no provide continuous air within the internal channels of the endoscopes. To adhere to industry standards and provide best practice the department installed instrument air in anticipation of the purchase of EndoDry cabinets to support the drying and storage of flexible scopes within the internal channels of the lumen scopes.

3. Description of the supplies or services required to meet the agency’s needs (including the estimated value).

a. Project title. Steris EndoDry Cabinets

b. Project description. The Sterile Processing Section (SPS) is requesting the purchase of additional EndoDry cabinets to support all flexible lumened scopes within the department. This will provide optimal patient care support and prevent the growth of bacteria within the channels of the scope thorough the use of instrument air inside the cabinets to thoroughly dry the internal channels of the scopes.

b. Nature of the acquisition and proposed unique qualifications of the contractor(s).

The NIH Nursing Department currently owns one of these cabinets which is not enough to support the entire fleet of scopes. The first cabinet was purchased in 2019. In 2025 the department was then renovated to support 5 additional scope drying cabinets as these cabinets are considered best practice for drying and storage of flexible endoscopes. There is no other cabinet on the market that meets the qualifications for the requirement.

Steris has been the only company found that provides a drying cabinet that uses instrument air. Additionally, each drawer within the cabinet can be set with an expiration date as to when the scope should be removed and reprocessed. The department is already outfitted with additional instrument air outlets as well as required power to support the purchase of additional units. The department has been awaiting funds to install additional cabinets. Purchasing a different cabinet will not meet the requirements for install as well as the requirements for storage of the scopes with continuous instrument air-drying support.

6. Description of the efforts made to ensure that offers are solicited from as many potential sources as practicable. Indicate whether a FedBizOpps notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

A Brand Name restricted RFQ will be publicized at sam.gov per FAR Subpart 5.2.

7. Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable.

The NIH CC Sterile Processing Section within the Nursing Department needs to continue to provide the best possible scope processing support. The use of an EndoDry Cabinet reduces the chance of bacterial growth in a scope. The EndoDry cabinet completely dries the scope prior to storage minimizing the risk of bacterial growth.

8. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.

Market research was conducted and no other scope drying cabinet was found to be as robust as the EndoDry cabinet from Steris. Compatibility with existing unit is a must.

Government funds would be wasted if any other cabinet was purchased. This would require additional construction prep as well as purchasing different supplies to support the transfer and storage of scopes.

9. Any other facts supporting the use of other than full and open competition.

10. Listing of sources, if any, that expressed, in writing, an interest in the acquisition.
