Bidders must submit itemized pricing with an all-inclusive monthly service price preferred and must establish per-yard pricing for any permanent container size adjustments. All pricing shall remain firm during the initial contract term. The CDOC reserves the right to establish independent recycling centers for materials such as paper, plastic, and aluminum. Bidders must be registered with the Colorado Secretary of State before contract execution and must comply with all applicable state regulations, including disclosure of services performed outside Colorado or the United States. Additional bidder requirements include providing written evidence of proper waste disposal, maintaining equipment in good mechanical condition with no hydraulic leaks, and submitting invoices by the 15th of each month to designated CDOC contacts. Preference consideration may be given to Service-Disabled Veteran Owned Small Businesses (SDVOSBs) certified through the U.S. Department of Veterans Affairs, and bidders must affirm compliance with all PO terms and conditions or submit written exceptions with their proposals.

C. There may be instances of specific projects or unique situations that necessitate the temporary placement of a container, along with one or pickups. The pricing for these temporary services is anticipated to align with the standard per yard increase or decrease rates. However, the Bidder may also suggest an additional one-time fee for the drop-off and return of the container.

Requests for these temporary services will likely be processed through a separate credit card transaction instead of an amendment to the State Purchase Order, although the pricing established in the State Purchase order will take precedence.

E. The CDOC may at its sole discretion elect to include a provision in the CDOC Purchase Order that allows the CDOC to consider an annual price increase not to exceed 2.5% for each fiscal year of the Purchase Order if awarded.
