Statement of Work Federal Emergency Management Agency Vaccine Response

1.0 Introduction/Background:

FEMA requires mobile vaccination unit (MVU) capability to provide vaccine distribution for Type V application in multiple locations throughout the United States in support of the nation’s response to the COVID -19 pandemic. A Type V community vaccination center is defined as a federally operated mobile site to include self-hauling capability, with outdoor sheltered vaccination stations. The medical personnel and vaccines will be provided by the SLTT or Region, not the contractor.

FEMA’s intent is to lease up to 10 rapidly deployable MVUs that can be utilized at the SLTT requests for the administration of vaccinations in remote and hard to reach populations.

CDC is determining the effectiveness of each vaccine against the Delta variant remains a challenge.

However, there have been promising results from multiple studies. This summer, the CDC announced that the new Delta variant of the coronavirus now accounts for one in four cases nationwide and has spread to almost every state across the U.S. Unpredictability of this virus, as evidenced by the multiple variants, and that therefore, this capability is required to continue to vaccinate the population to help limit the spread of COVID-19. Additionally, the CDC says infections from the Delta variant contributed to an 82 percent rise in daily COVID-19 cases to around 67,000 this month. The variant, which is more than 60 percent more contagious but not deadlier than the original COVID-19 strain.

2.0 Objective:

The objective of this contract is to resource contractor support to provide turn-key MVUs that will be self-contained facilities capable of providing a platform that shall provide the required logistics sustainment and wrap-around services required to effectively operate these MVU’s. Ten (10) units must be employable to support remote vaccine missions in rural areas across the country and too support FEMA Regional vaccines missions during hurricane season.

The contractor shall be able to simultaneously establish and sustain MVU support at multiple sites concurrently in accordance the state’s locational priorities. Needed locations will most likely be rural area communities. MVUs will be needed for various periods of time at each location before relocating. FEMA will provide the contractor with a schedule for MVU use that includes the location needed, the length of time MVU is needed, and where the MVU will relocate to, the schedule and length of time are subject to change due to state request, weather, low utilization, etc..
