About this file

This is an audit services request for proposals document for the City of Utah establishing a contract with a qualified firm to conduct a comprehensive financial audit. The scope of work requires the selected auditor to perform an annual audit of the City's financial statements in accordance with generally accepted auditing standards (GAAS) and Government Auditing Standards (GAS). The audit must include examination of all City funds, accounts, and financial transactions, with particular attention to compliance with applicable laws, regulations, and contractual requirements. The auditor is responsible for preparing an audit report that includes the City's financial statements, management letter, and any findings or recommendations regarding internal controls and compliance matters. The contract term is typically one year with the possibility of renewal options for additional audit periods, subject to satisfactory performance and mutual agreement.

The pricing structure for audit services will be established through the competitive proposal process, with the selected firm submitting detailed cost estimates for the annual audit engagement. The City will evaluate proposals based on factors including the firm's qualifications, experience with municipal audits, proposed audit approach, staffing plan, and cost-effectiveness. The contract will specify the scope of auditing procedures, reporting requirements, and deliverable timelines. The incumbent firm information and current audit funding sources will be detailed in the full RFP documentation. All proposals must be submitted by the stated deadline, with contract award anticipated upon completion of the evaluation process and City Council approval.

OGDEN VALLEY CITY

REQUEST FOR PROPOSALS

AUDITING SERVICES

Fiscal Years 2026 through 2030

PROPOSAL TIMELINE

1. Announced – July 21, 2026

2. Complete responses submitted by 3:00 p.m. on August 5, 2026

I. BACKGROUND

Ogden Valley City is a newly incorporated city that officially began operations in January 2026.

The City has a six-member council form of government.

During the City's first year of operation, Weber County continued providing many municipal services under transition agreements. Beginning in June 2026, the City began assuming responsibility for building permitting and related development services, with additional services anticipated to transition to the City over time.

The City currently maintains two governmental funds: the General Fund and the Capital Projects Fund. The City does not currently have an enterprise fund but may establish one in the future as operations expand.

The City does not currently have any employees for FY2026 but expects to begin hiring staff as municipal services transition from the County to the City.

The City currently contracts with an accounting firm to provide accounting services, prepare financial statements, and perform related reconciliations. Accordingly, the City's financial records are maintained in good order.

II. PURPOSE

The purpose of this request for proposals is to establish a contract with a qualified firm to audit the City's finances as required by Utah State law. The City would be interested in entering into a contract with the awarded firm for a 5-year period, subject to annual evaluation by the City.

This RFP is designed to provide interested offerors with sufficient basic information to submit proposals meeting minimum requirements, but is not intended to limit the content of a proposal or exclude any relevant or essential data.

III. SCOPE OF SERVICES

The selected auditor is expected to perform the following:

1. An audit of the City’s basic financial statements in accordance with Government Auditing Standards.

2. Provide opinions and reports as required under Government Auditing standards.

3. Perform State Compliance testing as required by the State Auditor’s Office, and issue the necessary opinions and reports.

4. If necessary, perform procedures and issue reports in compliance with Uniform

Guidance 2 CFR 200 (Single Audit)

5. Include the City’s written responses to any findings in the state compliance letter.

6. The audit report and any other related reports must be issued by November 20th each year.

IV. DURATION

The contract resulting from this RFP will begin with the audit of Fiscal Year 2026. The City anticipates entering into a five-year agreement, subject to annual performance evaluation by the City.

V. QUALIFICATIONS

All offerors must meet the following requirements:

1. The principal in the firm supervising the work is a licensed certified public accountant in the State of Utah.

2. The supervising principal has at least five years of experience with municipal governmental and modified governmental accounting; is thoroughly familiar with State municipal accounting codes and standards; and is in good standing in the professional accounting community.

3. The individuals assigned to assist City staff have appropriate educational backgrounds and work experience and have extensive experience with Caselle® financial software.

4. The firm does not discriminate against any individual because of race, religion, sex, color, age, handicap or national origin, and that these will not be a factor in consideration for employment, selection of training, promotion, transfer, recruitment, rates of pay, or other forms of compensation, demotion or separation.

5. The firm must have the capability to perform the audit remotely, including secure electronic exchange of records and virtual meetings with City staff, given the City's limited office hours.

VI. EVALUATION

The City shall, following the procedures outlined in its Procurement Policy, make the selection based on:

1. The statement of qualifications and fee proposal.

2. Comments from references provided.

3. Comments from current and previous clients.

The Mayor, Contract Accountant, and Finance Team will consider the responses to the proposals as well as the cost proposal information based on the following criteria and weighting:

Qualifications of staff assigned 30% Technical Experience 30% Size/Location/Structure of firm 15% Cost of audit services 25%

TOTAL 100%

Ogden Valley City reserves the right to reject any and all proposals submitted and to request additional information from all offerors. Any contract awarded will be made to the offeror who, based on all criteria and oral interviews (if necessary), is determined to be the most advantageous to perform the requested audit services.

VII. FORMAT

All proposals must include the following items:

1. Statement of Qualifications:

The statement of qualifications shall present a narrative which lists the qualifications of the firm, the principal of the firm supervising the work, person(s) to be assigned to deliver services on site, and contact information for references provided by the firm. This statement must contain at least the following information:

a. A narrative of the offeror’s assessment of the work to be performed and the offeror’s ability and approach. Clearly indicate any options or alternatives proposed.

b. A specific point-by-point response, in the order listed, to each requirement and qualification in the RFP.

c. A description of similar work provided for other municipalities and contact information for references and present or former clients.

2. Cost Proposal:

Please include the cost for the services requested, separating out the cost of a Single Audit from the cost for the other services (audit of financial statements and state compliance testing) as it may not be applicable each year. Please also identify any assumptions used in preparing your fee proposal, including anticipated staffing, hours, or scope limitations. Include a proposed annual fee for each year of the agreement and a total not-to-exceed fee based on the scope of services described in this RFP.

3. General Information:

While additional data may be presented, the following items must be addressed.

a. Name, address, telephone number, fax number and email address for the principal accountant providing the requested services. If this person is associated with a firm, provide the same information for the firm. Include a contact person and telephone number for purposes of following up on the proposal.

b. Indicate the location of the office in which the principal accountant providing service to Ogden Valley City will perform work and their accessibility and anticipated response time to Ogden Valley City requests.

c. Please share any other information you feel would be helpful to the committee as they make the selection decision.

VIII. SUBMISSION

Ogden Valley City will not compensate the offeror for preparation and presentation of the requested proposals.

Responses may be mailed, delivered, or emailed and must be submitted no later than 3:00 p.m.

on August 5th, 2026. Proposals received after the deadline will be considered nonresponsive and ineligible for consideration.

Proposals should be submitted to Sherrie Broadbent, Ogden Valley City, sherrie@kccpaoffice.com.

IX. PRESENTATION

An oral presentation by an offeror to clarify a proposal may be requested. However, Ogden Valley City may award a contract based on the initial proposals received without discussion with the offeror. If oral presentations are required, they will be scheduled after the submission of proposals. Oral presentations will be made at the offeror’s expense.

X. PROTECTED INFORMATION

The Government Records Access and Management Act (GRAMA) states that trade secrets, commercial information or non-individual financial information may be protected upon request.

To ensure the information is protected, Ogden Valley City asks the offeror to clearly identify in the body of the proposal any specific information, for which an offeror claims business confidentiality protection, as "PROTECTED".

All materials submitted become the property of Ogden Valley City. Materials may be evaluated by anyone designated by the City as part of the proposal evaluation committee. Materials submitted may be returned only at the City’s option.

XI. TERMS AND CONDITIONS

Any contract resulting from this RFP will include, but will not be limited to, standard terms and conditions.

XII. COMPENSATION AND PRICING

Because Ogden Valley City is a newly incorporated municipality and continues to transition municipal services from Weber County, the scope of audit services may change during the term of this agreement. If these transitions result in a substantial change to the scope of the audit services, either the City or the Contractor may request to negotiate a mutually agreeable adjustment to the scope of services and compensation.

XIII. COMPENSATION

The contractor may be reimbursed on a monthly basis but the entire cost of audit services shall not exceed the total contract amount unless modified by a written amendment executed by both parties.
