About this file
This is a Request for Proposal (RFP) issued by Schertz-Cibolo-Universal City Independent School District (SCUCISD) in Texas for multiple award contracts to provide commercial kitchen equipment repair services, replacement parts, and related maintenance on an as-needed basis. The solicitation seeks vendors to provide services across four primary categories: commercial kitchen equipment repair and replacement parts, annual vent hood cleaning for approximately 48 vent hoods across 17 campuses, semi-annual vent hood fire system inspections for approximately 31 systems, and annual grease trap pumping for approximately 15 campus kitchens. The District serves approximately 15,000 students across a 73-square-mile area in northeast Bexar County and southwest Guadalupe County, with kitchen facilities at 15 campus locations plus two CTE Culinary Arts classrooms. SCUCISD intends to award multiple contractors within each category for use on an as-needed basis, with vendors encouraged to bid on one or multiple categories. The RFP was released on March 2, 2026, with final questions due by March 19, 2026, at 5:00 PM, and proposals due electronically via the Euna Bonfire bidding platform by April 2, 2026, at 2:00 PM local time. Tentative Board approval is scheduled for April 16, 2026. The initial contract period is one year with up to three one-year renewal options, for a maximum of four years total, with no minimum guaranteed amount.
Pricing shall include repair parts as a percentage discount from manufacturer's published price lists with fixed rates until manufacturer price increases occur, while services shall be based on firm fixed rates. The District will not accept proposals with estimated total values exceeding $40,000 under this contract. Contractors must provide liability insurance with minimum coverage of $1,000,000 per occurrence for bodily injury and $2,000,000 per occurrence for property damage, along with workers' compensation coverage and automobile liability insurance; SCUCISD must be named as an additional insured. All parts must be Original Equipment Manufacturer (OEM) parts that are new and unused, with rebuilt parts not acceptable. The District will not consider price increases during the first 12 months of the contract; after that, price adjustments may be requested with 90 days' notice and must be tied to the Consumer Price Index-Urban Areas (CPI-U) or prevailing wage rates, not to exceed 5% annually with only one adjustment per year permitted. Proposals will be evaluated based on proposed pricing (40%), experience and qualifications (35%), proposed plan (20%), and references (5%), with award determination based on best value rather than lowest price alone. The contract is intended for small repairs and parts purchases, with no guarantee for work or purchases, and the District retains the right to terminate the contract at any time with or without cause.
