UNEMPLOYMENT INSURANCE SYSTEM TRANSFORMATION

REQUEST FOR PROPOSALS CONTRACT (0A1208)

AMENDMENT 8

This Amendment 8 to contract #0A1208 (the “Amendment”) is between the State of Ohio, Department of Administrative Services (the “State”) and Sagitec Solutions, LLC (the “Contractor”). This Amendment changes the terms of the Unemployment Insurance System Transformation Request for Proposals contract #0A1208 (the “Contract”).

WHEREAS, the State and Contractor entered into the Contract on December 13, 2018; and

WHEREAS, the State and Contractor determined that an amendment is necessary to address certain revisions to the Contract.

NOW, THEREFORE, the Contract is amended as follows:

1. In Supplement 1, add the following as new Section 5.2, UIBT Tax Appeals Interface Statement of Work:

5.2. Unemployment Insurance Benefits Transformation (UIBT) Tax Appeals Interface Statement of Work

This statement of work (SOW) is part of the Unemployment Insurance Benefits Transformation (UIBT) system replacement effort. With the retirement of Ohio Job Insurance (OJI) and the implementation of Buckeye Unemployment Insurance (UI), the Tax Appeals Interface will be needed.

5.2.1. Design Changes

Currently, the State of Ohio Unemployment Resource for Claimants and Employers (SOURCE) system only allows for level-one protests regarding tax determinations or experience rate calculations. Employers can protest these decisions by clicking on a “Protest” link displayed in the right-hand column of the correspondence. When the employer submits a protest, a work item is created, and this request is processed by the Ohio Department of Job and Family Services (JFS) legal team.

Once the protest is reviewed, JFS legal issues a Director’s Reconsidered Decision and submits it to the employer’s account in the SOURCE. The employer has the right to file a further appeal to the higher authority level at the Review Commission.

The Contractor must add a link labeled “Appeal” to the Director’s Reconsidered Decision in the SOURCE on which the employer can click to submit the appeal. Once submitted in the SOURCE, the appeal will serve as the trigger for the interface with Buckeye UI, so the Commission can work on tax appeals in the new system.

The appeal link must remain active until an appeal is filed. Once the appeal has been filed, the link must be disabled, the staff must be able to see the appeal information, and JFS must have tracking of the date the appeal is filed by the employer.

The process and screens used to gather information for a protest can be mirrored for the appeal process. This would include the ability for the employer to attach documentation for the appeal. This information would be included in the interface to the UIBT system.

Design Change Additional Comments Add screens that will allow the user to submit Appeal information. List of screens to be provided by JFS.

Add an appeal indicator to the existing protest table.

The indicator must track appeal status and create a new table to store and manage protest appeal data for insert and update operations. The interface must generate the outbound file.

The interface must include Role-based and user-specific screen-level security. To be provided by JFS.
