About this file

This document is a Bid Price Sheet (Exhibit C) for a Competitive Solicitation No. 08125 for Painting Services across Washington State. The solicitation covers six distinct regions: Olympic, Northwest, Southwest, South Central, North Central, and Eastern, which collectively include 36 counties. The document is designed to allow contractors to bid on painting services by submitting percentage markup rates over prevailing wage rates and material costs for each county within their chosen region(s).

The contract allows painting service providers to bid on hourly labor rates by adding a percentage markup to the Washington State Labor & Industries prevailing wage rates for Industrial Painters. Contractors must submit markup percentages for both labor (including all direct/indirect costs, overhead, travel, and incidental expenses) and materials. Billable time is limited to on-site work, with a minimum billing of one hour, and time tracked in 15-minute increments. To be considered responsive, bidders must submit percentage markups for all counties within the region they are seeking to serve. The solicitation includes a point-based evaluation system, with counties offering varying point allocations based on their region, ranging from 65 to 104 points for labor rates and 16.25 to 26 points for material markup rates.

Exhibit C - Bid Price Instructions
Price Sheet Instructions for Painting Services
Bidders may click and/or copy and paste the L&I Trade web link below to access the L&I’s prevailing wage lookup tool.
https://secure.lni.wa.gov/wagelookup/rates/journey-level-rates
Enter Bidder's Business Name in Row 4, Column B.
Column A - Regions (Olympic, Northwest, Southwest, South Central, North Central and Eastern) are identified with a different color.

Column B - The list of counties within each represented region.

Column C - Current Prevailing Wage rate per L&I.

Column D - *Percentage % Markup Over (PW) Rate. Input your Firm's % Above PW % (Column D) for your Firm's Painting Services (Hourly) for each county in the region that your Firm is bidding. The bid rate must be expressed as your Firm's mark-up % amount over the Washington State Labor & Industries prevailing wage rates for Industrial Painters for actual hours at the job site.

The following PW + % formula is an example based on the prevailing wage rate (e.g., $54.71/hour) for Industrial Painters for a hypothetical county for which the contractor applies a 48% markup: $54.71 + ($54.71 X .48) = $80.97 (maximum hourly rate) Column E - Percentage % Mark-up Over Materials Rate. Input your Firm's percentage % Mark- up Over Material (Column E) for your Firm's total cost of materials that are authorized, approved, & purchased for Purchaser's specific painting project.

The following formula is an example based on the actual cost of the Material Rates (e.g., $150.00) for authorized and Purchaser approved Materials for which the Contractor applies a 20% markup above actual material costs: $150.00 + ($150.00 X .20) = $180.00 (maximum Material charge to Purchaser.)

Column F - Total amount of points available for PW % Markup on Services per each county.

Column G -Total amount of points available for % Markup on Materials per each county. IMPORTANT Read Exhibit B - Painting Services Scope of Services before completing Exhibit C - Bid Price.

*Percentage above Prevailing Wage Rate percentages shall include all labor (direct and indirect costs) required to provide painting services and all administrative, reporting, or other requirements, incidentals (sundries & Contractor provided materials), all overhead costs and profit, all travel expenses including mileage and fuel costs, parking fees, and any other ancillary fees and costs including permits, licenses, insurance, etc. in bid percentages.

• Travel time/expenses will not be reimbursed. Billable time will be limited to time spent on-site working on the painting project. Time will be billed in 15-minute increments, however if a painting project takes less than one (1) hour, Contractor may quote and bill for a full hour.

Note: Bidder must submit % above prevailing wage rates and Percentage markup Over Material Rates in ALL Counties within the Region your Firm wants to bid for your Firm's bid to be considered responsive.

Carefully review the Painting Srvs Bid Price Sheet tab and verify all entries. Ensure your Firm addresses all red-highlighted fields, as red-filled boxes indicate required data that must be completed.

Refer to Competitive Solicitation Provision 4.3: Bid Evaluation – Scored Factors for details on evaluation criteria and point allocation.
Example of Responsive Bid:
Bidder B is submitting a bid for Olympic region and will provide services in all counties in the region.

Bidder B indicated their % over prevailing wage in Column D and % mark up over the material costs in Column E of approved/authorized materials specifically purchased for the actual painting project.

Bidder B is not bidding the other 5 regions.
