About this file

This is an Invitation for Bid (IFB) issued by the Air Force Base at Fort Carson through the Colorado Procurement code 080683 for Tuition Assistance Management System (TUMS) services at the Colorado Tech Consortium (CTC). The solicitation seeks to establish a contract for TUMS services to support educational assistance programs at the military installation. The IFB outlines specific requirements for system functionality, data management, and user support capabilities to be provided by the selected vendor. Bidders were required to submit proposals by the stated deadline, with evaluation criteria including technical capability, pricing, past performance, and the vendor's ability to meet all specified system requirements and service level agreements.

The contract will be awarded to the qualified bidder offering the best overall value based on evaluation of both technical and pricing factors. Pricing should include all costs associated with system setup, maintenance, user support, and any required ongoing technical services. The contract term and any renewal options would be specified in the final award documentation. This procurement may include provisions for small business set-asides or veteran-owned business preferences in accordance with federal and Colorado procurement regulations. Funding for this contract derives from Air Force appropriations allocated to Fort Carson for educational support and personnel development programs.
