About this file
This document is a response letter from Stanley Consultants, Inc. to Kelly Greene, a Senior Procurement Specialist at the Arizona Department of Transportation (ADOT), regarding a Multimodal Transportation Planning On-Call contract (BPM004111). The letter addresses negotiations for Discipline 8: Team Experience and Expertise in Transportation and Safety Planning. The communication involves Stanley Consultants, ADOT, the Flagstaff Metropolitan Planning Organization (MetroPlan), the City of Goodyear, and a subconsultant, Logan Simpson Design.
The document provides details about Stanley Consultants' planning experience, specifically highlighting corridor planning studies for I-40 and I-17 near Flagstaff, and a corridor assessment for Camelback Road in Goodyear. The negotiation response includes clarifications on team member resumes, organizational chart revisions, and pricing adjustments. Stanley Consultants submitted a revised pricing spreadsheet with reduced labor rates for Analyst and Developer positions, noting that the rates are "not-to-exceed" and actual proposed rates will likely be lower. The firm aims to support ADOT with comprehensive transportation planning services, leveraging their in-house capabilities and environmental planning expertise from their subconsultant.

Subject: Discipline 8: Team Experience and Expertise – Transportation and Safety Planning MPD Negotiation for BPM004111 Multimodal Transportation Planning On-Call - Revisions
Dear Ms. Greene:
Thank you for this opportunity to submit our revised response to the Summary of Negotiations to ADOT. Questions and responses are provided below.
DISCIPLINE 8
Project Manager – Can you provide examples of the PM’s experience if any in the following categories: Planning, Statewide projects, Long Range Transportation Plan (LRTP)?
• Response: Please see two of Jackie’s planning projects described below.
I-40 Corridor Planning Study: Bellemont to Winona, Flagstaff, AZ; ADOT: Jackie served as Project Manager for the preparation of design concept studies and technical reports for the widening of 31 miles of rural and urban fringe interstate highway located east and west of Flagstaff, AZ. Stanley Consultants worked with the Flagstaff Metropolitan Planning Organization (now MetroPlan) to incorporate planned improvements and growth into the regional traffic model, from which Stanley derived design-year (2040) roadway needs. In addition to widening, the project includes development of concepts for four new interchanges, existing interchange improvements, evaluation of climbing lanes, determination of right-of-way needs, wildlife crossings, and on- and off-site drainage. Project elements include preparation of environmental studies, public involvement, technical studies, and coordination with civic groups, agencies, ADOT Northcentral District, and Coconino and Kaibab national forests.
I-17 Corridor Planning Study: Jct. SR 179 to I-40, Flagstaff, AZ; ADOT: Serving as Project Manager, Jackie was responsible for the preparation of design concept studies and technical reports for the widening of 41 miles of rural interstate highway located south of Flagstaff. In addition to widening, the project included improvements at the I-17/SR 179 TI, Stoneman Lake TI, and Woods Canyon area, as well as evaluation of climbing lanes, truck escape ramp, wildlife crossings, determination of right-of-way needs, and on- and off-site drainage. Project elements include public involvement, maintenance of a project web site, environmental assessment and technical studies, and coordination with civic groups, agencies, ADOT district, and Coconino National Forest.
Team – A team member listed on the org chart is missing a resume (Logan), and a resume is present for a team member who is not listed on the org chart (Marshall). Please review and provide an explanation including additional resumes if applicable.
• Response: Marshall Hayes’s name has been added to the box designated for our subconsultants Logan Simpson Design. His resume was included in the original proposal. The revised org chart is attached.
Firm – Can you provide an example of the firm’s planning experience?

unimproved and functions primarily with one lane in each direction. Stanley Consultants evaluated adjacent property frontage and land uses to determine corridor lane configuration and to identify access points along the corridor that conform with the requirements of the City of Goodyear. These access points were reviewed by project stakeholders that include the affected jurisdictions as well as adjacent property owners to gain consensus on the access locations. Preliminary conceptual design plans and cost estimates to widen Camelback Road to six lanes were prepared using the access points and restrictions identified in the Access Management Plan. We also coordinated with developers. The CAR identifies and recommends improvements for automobiles, bicyclists, pedestrians, and transit riders in the corridor I-40 Corridor Planning Study: Bellemont to Winona, Flagstaff, AZ; ADOT: Stanley Consultants worked with the Flagstaff Metropolitan Planning Organization to incorporate planned improvements and growth into the regional traffic model, from which Stanley derived design-year (2040) roadway needs. In addition to widening, the project includes development of concepts for four new interchanges, existing interchange improvements, evaluation of climbing lanes, determination of right-of-way needs, wildlife crossings, and on- and off-site drainage. Firm – Can you provide more details of the firm’s coordination with the subconsultants?
• Response: Our team can easily support the bulk of the MPD planning work in-house; however, we’ve included Logan Simpson
Design (LSD) to provide environmental planning services. Together, we form a cohesive and experienced team ADOT can rely on to produce high-quality documents. We have worked with LSD for many years, we communicate well, and have established quality expectations. Stanley Consultants treats subconsultants as an extension of our staff. We hold frequent meetings, talk and email regularly, and hold their work product to a high standard.
Org Chart – Missing job titles, clarification on if correct team member names are present, would you like to revise the Org chart?
• Response: Please see our revised organization chart attached to this letter of response. The appropriate job titles are now included for all team members. In addition, Marshall Hayes’s name has been added to the box for our subconsultant team members from Logan Simpson Design. His resume was included in the original proposal.
Pricing – Can you improve upon pricing?
• Response: Please see the pricing spreadsheet attached to the email with reduced labor rates for Analyst and Developer. As requested, this is included as a separate attachment to preserve the format used to develop the original spreadsheet. Please note that per the spreadsheet, the rates included are “not-to-exceed” rates and most actual rates proposed in any solicitation will be less than those shown.
Please contact me with any additional comments or concerns. We look forward to supporting ADOT on this important contract.
Sincerely, Stanley Consultants, Inc.
Steve Jimenez, P.E.
