About this file
This document is an instructional guide for Wisconsin state agencies on utilizing mandatory waste disposal contracts administered through the state's VendorNet system. The contracts are available to Wisconsin state agencies, with cooperative purchasing options extended to municipalities, tribal governments, and public K-12 schools, colleges, and universities. Multiple state agencies are involved including the Air National Guard, Department of Administration, Department of Agriculture Trade and Consumer Protection, Department of Corrections, Department of Health Services, Department of Military Affairs, Department of Natural Resources, Department of Transportation, and the University of Wisconsin System. The current primary vendor for hazardous waste services is Veolia Environmental Services.
The contracts cover four main service categories: hazardous waste disposal (mandatory for RCRA wastes, FIFRA wastes, regulated remedial action materials, fluorescent lamps, PCB-containing ballasts, and mercury-containing equipment), electronic waste recycling (mandatory), hazardous materials investigation and remediation (mandatory for WisDOT only), and emergency response services (non-mandatory). The hazardous waste contract includes packaging, marking, labeling, pickup, transportation, storage, recycling, and disposal services, with optional coverage for non-PCB ballasts and batteries. Very small quantity generators (less than 220 pounds of hazardous waste per month) may utilize Clean Sweep locations with prior approval from Veolia. Emergency response contracts provide 24-hour response capabilities for environmental emergencies throughout Wisconsin and within 10 miles of the Wisconsin-Minnesota border.

Clean Sweep Locations: https://datcp.wi.gov/Pages/Programs_Services/CleanSweep.aspx
*IMPORTANT - You must receive prior approval from Veolia to bring very small quantity generator business wastes to a Clean Sweep location. This option is only available to very small quantity generators: less than 220 pounds of hazardous waste, less than 2.2 pounds of acute hazardous waste per calendar month, and less than 2,205 pounds of hazardous waste accumulated on-site.
Hazardous Waste Contract The hazardous waste contract information on VendorNet includes a vendor contact list, designated state agency representatives, summary of mandatory versus elective wastes, the price list and the zone map. Agency use of the Hazardous Waste Services contract is mandatory for all items listed under RCRA wastes, FIFRA wastes except pesticide-contaminated soils, Regulated Remedial Action and Investigation wastes (see Table 1 RCRA Wastes in the contract attachments). This may include materials such as: spent solvents, paint-related wastes, oils, lab chemicals or solvents, PCBs, gas cylinders, unused or partially used aerosol cans, water treatment, sanitizing or decontamination chemicals, acids, bases, unstable or deteriorating lab chemicals, water-reactive metals, cyanide or sulfide bearing wastes. See Table 1 of the contract proposal for details. In addition, this contract provides for the packaging, marking, labeling, pickup, transportation, storage, recycling and disposal of these wastes: all fluorescent lamps, PCB containing ballasts, PCB’s in all other media and equipment, and mercury containing equipment. You may elect to use this contract for non-PCB ballasts, rechargeable batteries and non-rechargeable batteries.
