The contract value has grown from the initial $5,184,376.20 to $59,984,376.20 following multiple increases and the final one-year extension (effective August 12, 2025, with expiration October 31, 2026). The contractor must maintain 26 soft kiosks and employ five Field Service Client Administrators across designated facility regions, provide 24/7/365 customer service, and meet specified service level agreements with penalties for non-compliance, including delivery requirements, equipment repair timeframes, and monthly reporting obligations. Add the following subsection and language to Schedule A, Statement of Work, Section1.022 Work and Deliverable
16. Universal Forensic Extraction.
The MDOC (also referred herein as “State”) may request that the Contractor facilitate the extraction of information from tablets upon request for forensic and investigative purposes to assist the MDOC in performing law enforcement and public safety obligations in accordance with applicable laws, rules and regulations.
A. Tablet Submission Procedures.
1) The State notifies the Contractor that a tablet will be submitted for review by emailing the Contractor’s account manager.
2) The State logs in to the Guardian Investigator Portal and creates a new case for that tablet.
a. A new case must be created for each tablet that is submitted.
3) When the case is submitted, Guardian will generate a packing slip with a QR code.
4) The State must securely attach the packing slip with the QR code to the applicable tablet.
5) If the Contractor receives a tablet without a packing slip with a QR code firmly attached, the Contractor will return the tablet to the State and will be unable to assist with review or chain of custody information.
6) If the State ships multiple tablets in a single box, the State must ensure that each slip is securely attached to the correct tablet such that it will not shift while in transit.
7) If the Contractor receives a box that includes loose packing slips, it will return the box to the State without processing and will not be able to assist with chain of custody information.
8) The State must ship (1) the tablet with packing slip firmly attached, and (2) the property room write-up or similar chain of custody information detailing the person the tablet was taken from, to Securus at:
Securus Technologies, LLC ATTN: Securus Cybersecurity Forensics (MDOC) 4120 International Parkway, Suite 1000
TX 75007
9) Procedure for Tablets That Are Being Reviewed by the Field Services Client Administrator (“FSCA”):
a. Facility Inspector/Investigator will place tablets in a box in a specific spot identified by the FSCA.
b. The box must be placed/stored in a secure location, inaccessible to unauthorized personnel
c. The FSCA will review the confiscated tablets once a week during their scheduled visit.
d. Once the FSCAs are done inspecting all tablets, they will follow up with an email that outlines the tablet's owner and what they found.
e. Tablets will be placed in the original box to be returned to the Inspector/Investigator.
f. The next course of action for tablets that are deemed compromised will be decided by the facility Inspector/Investigator.
10) Tablets that require inspection by the Cybersecurity team, must be entered into Guardian Exchange portal and shipped directly to Securus by the Inspector/Investigator.
Securus Technologies, LLC ATTN: Securus Cybersecurity Forensics (MDOC) 4120 International Parkway, Suite 1000 Carrollton, TX 75007
B. While the State recognized that it may not be possible to perform an extraction and/or analysis, and that while the Contractor will take reasonable precautions based on industry standards, to prevent it, data may be lost during the extraction or analysis process.
C. The Contractor will not provide extraction data, reports, or other information from a tablet that includes content related to the exploitation of minors or child sex abuse material. If the Contractor receives a tablet containing such content, no extraction will be performed, MDOC will be notified, and the tablet will be turned over to the appropriate law enforcement agency. If the State believes that a tablet contains content referenced in this paragraph, State will not provide the tablet to the Contractor.
D. The State will be the custodian of record for the UFDR. Requests for UFDRs from law enforcement agencies will be rerouted to the MDOC Program Manager. The State will be responsible for downloading and storing the Universal Forensic Extraction Device Report (“UFDR”) from the Contractor’s evidence management system. The State acknowledges that the UFDRs cannot be deleted from the Contractor’s evidence management system once extraction is parsed and the report is complete.
E. The Contractor will testify as to the chain of custody and extraction process on when required by subpoena.
F. The Contractor will not perform an analysis on tablet extractions for MDOC.
G. If any tablets are part of a criminal investigation, MDOC will notify Contractor when a case is created within the evidence management system. In those cases, tablets will be retained by Contractor until Contractor is notified by the prosecutor that the tablet is released. Contractor will not return any tablet back to MDOC or the assigned Prisoner.
Tablets will be sent to Contractor’s refurbishment vendor to be added back into inventory or destroyed, at Contractor’s discretion.
H. Contractor may, at its discretion, use data from extractions in accordance with its internal intelligence practices, and may share intelligence data with the State or the appropriate Office of Inspector General or similar authority.
I. Reports. The Contractor will provide to the MDOC Program Manager a report that include information from the UFDR within thirty (30) calendar days after receipt of a tablet submitted to the Contractor.
1) MDOC will be the custodian of record for the UFDR. Requests for UFDRs from law enforcement agencies will be rerouted to MDOC.
2) The Contractor agrees that it shall maintain, secure, and keep confidential any and all UFDRs.
3) Fees related to UFDR’s.
a. Contractor will provide up to ten data extractions per month at a rate of zero dollars ($0) per year (the “Base Fee”).
b. Additional extractions (“Additional Extractions”) will be provided at a rate of $3,000 per each tablet.
c. Unused extractions cannot be rolled over into the following month. The
Base Fee will not be prorated for unused extractions.

Any part of the Contractor(s) equipment including computers, software, printers, copy machines, or any other electronic device(s), will not be connected to the State of Michigan Network. Printers purchased by JPay for use in MDOC facilities are allowed to connect to the State of Michigan Network.”
3. The below printers were reviewed and approved using the DTMB SXR Process:
SXR23-0291 - HP Color LaserJet Enterprise M751DN SXR23-0292 - Lexmark Desktop Laser Printer CS820DTE SXR23-0293 - HP Color LaserJet Enterprise M653DN
