About this file
This is a Project Manual containing 100% construction documents for the Coppell Council Chambers Remodel project undertaken by the City of Coppell, Texas, prepared by BKV Group Inc. (Architecture/Engineering/Interior Design/Landscape). The project involves the renovation of the council chambers located at 255 E. Parkway Blvd., Coppell, Texas 75019. The building will remain occupied during performance of the work, requiring coordination with the City regarding work sequencing, material storage, access routes, and utility shutdowns. Work is restricted to normal business hours of 7:00 a.m. to 4:00 p.m., Monday through Friday, unless pre-approved by the Owner for weekend or early morning work. The project includes various construction divisions encompassing selective demolition, metals (railings), wood and composite work, thermal and moisture protection, openings (doors and hardware), finishes (gypsum board, metal framing, acoustic ceilings, flooring, carpeting, wall coverings, painting), specialties, furnishings (draperies, countertops, audience seating), fire protection (sprinkler systems), plumbing, HVAC, and miscellaneous components. The contract is a single prime contract requiring the Contractor to secure and pay for the building permit and ensure all work complies with approved construction documents and applicable codes.
The specifications establish comprehensive administrative and procedural requirements including a detailed Contractor's Construction Schedule with activities limited to 14-day durations, submittal procedures requiring 14 calendar days for initial review with additional time for specialized components, and a Schedule of Values allocating contract portions to work segments. A project superintendent with minimum 10 years' construction experience and at least 5 years as a superintendent on similar projects is required to be on-site at all times. Multiple project meetings are mandated, including preconstruction, weekly progress meetings, pre-installation conferences, and a project closeout conference scheduled no later than 90 days before Substantial Completion. The Contractor must provide monthly digital photographs (minimum 20 per week from 10 viewpoints), maintain daily construction reports and material location reports submitted biweekly, and prepare comprehensive Record Documents. Electronic submittal procedures using platforms such as Oracle Primavera Submittal Exchange or Procore are required for shop drawings and product data, with the Contractor bearing all associated costs. Final payment applications require evidence of completion of closeout requirements, notarized affidavits, insurance certificates, and final lien waivers from all parties involved in the work.

Words implied, but not stated, shall be inferred, as the sense requires. Singular words shall

be interpreted as plural, and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
D. Related Sections: This paragraph cross-references related sections and is intended for information only, to aid in finding those other requirements, and not to define the scope of the section, nor the scope of contracts or subcontracts; and not to separate work by trade jurisdictions.
1. Coordination of the Work shall remain the Contractor’s responsibility.
2. Contractor shall thoroughly review the specifications and make reasonable inferences as to the location of related work.
E. Drawings Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:
1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.
2. Abbreviations: Materials and products are identified by abbreviations as scheduled on the Drawings.
3. Materials List: A material code designation system is used on the Drawings for cross-referencing materials and products to Specifications Sections.
a. The material code system is not intended to create a division of the work, nor establish the extent of the work to be performed by a particular trade.
b. Material abbreviations may be non-sequential. Only material codes indicated are applicable to this Project.
F. In the case of an inconsistency between the Drawings and the Specifications, or within either Document not clarified by Addendum, the better quality of work or higher cost of product shall be provided in accordance with the Architect’s interpretation.
