About this file

This document is a small business procurement initiative letter from the Pennsylvania Department of Conservation and Natural Resources (DCNR), Bureau of Administrative Services, in coordination with the Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO). The letter promotes the Commonwealth of Pennsylvania's Small Business (SB) and Small Diverse Business (SDB) contracting programs to eligible vendors. The initiative applies to procurement opportunities across goods, services, information technology, and construction categories. The letter outlines the self-certification process for vendors seeking SB or SDB status and references a related contract opportunity for glamping equipment supplies and delivery to outfit new Glamping Campground Loops at Hickory Run State Park in White Haven, Pennsylvania, scheduled to open in Spring 2026.

To qualify as a Small Business, vendors must be for-profit, independently owned U.S. businesses not dominant in their field of operation, with no more than 100 full-time equivalent employees and three-year average gross revenues not exceeding $47 million. Small Diverse Businesses must first achieve SB self-certification and then submit current certification from approved third parties to BDISBO. Eligible small businesses can participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. The Commonwealth offers a race and gender-neutral Small Business Reserve program exclusively for SB and SDB entities. Interested vendors are directed to visit the BDISBO website for program overview, self-certification guidance, and additional resources, or contact BDISBO by phone at (717) 783-3119 or email at gsbdisbo@pa.gov for questions.

Dear Small Business Owner:

The Department of Conservation and Natural Resources is focused on proactively promoting the use of Small and/or Diverse Businesses on eligible solicitations with our agency.

The Department of General Services' Bureau of Diversity, Inclusion, and Small Business Opportunities (BDISBO) has created a process with which eligible vendors can become selfcertified as a Small Business (SB) and verified as a Small Diverse Business (SOB). Once selfcertified, vendors can be considered for contract award opportunities with the Commonwealth of Pennsylvania that are specifically tailored for SBs and SDBs.

These programs allow SBs and SDBs to participate as prime contractors, subcontractors, suppliers, and professional service providers on Commonwealth purchase orders. Opportunities are available with the Commonwealth for goods, services, IT, and construction.

In addition, eligible businesses may compete for contracts reserved solely for small businesses under the Commonwealth's Small Business Reserve program, a race and genderneutral program open to all businesses that are SBs or SDBs.

In order to qualify as a Small Business (SB), a vendor must selfcertify that they meet the following requirements:

• The business must be a forprofit, United States business.

• The business must be independently owned.

• The business may not be dominant in its field of operation.

• The business may not employ more than 100 fulltime equivalent employees.

• The business may not exceed threeyear average gross revenues of $47 million, regardless of business type.

In order to qualify as a Small Diverse Business (SDB), a business must first selfcertify as an SB, then submit current certification from a variety of approved third parties to BDISBO.

For an overview of the program, stepbystep guide on how to selfcertify as a Small Business, and pertinent resources, please visit:

Should your business fall under these requirements, we strongly encourage you to register.

If you have any questions about the program, do not hesitate to contact BDISBO; they are reachable by phone at: (717) 7833119 or by email at: gsbdisbo@pa.gov.

Thank you for your continued support and interest in Commonwealth business opportunities!

Sincerely, Xia Wang Director Bureau of Administrative Services
